TERM5506-29632COMPARISONOFECCSYSTEMOUTAGESWITHTHOSEOFOTHERPLANTSTheoutagesofECCsystemscanbecategorizedas(1)unplannedoutagesduetoequipmentfailureor(2)plannedoutagesduetosurveillancetestingorpreventivemaintenance.UnplannedoutagesarereportableasLicenseeEventReports(LERs)underthetechnicalspecifications.PlannedoutagesforperiodicmaintenanceandtestingarenotreportableasLERs.ThetechnicalspecificationsidentifythetypeandquantityofECCequipmentrequiredaswellasthemaximumallowableoutagetimes.Ifanoutageexceedsthemaximumallowabletime,thentheplantoperatingmodeisalteredtoalowerstatusconsistentwiththeavailableECCsystemcomponentsstilloperational.ThepurposeofthetechnicalspecificationmaximumallowableoutagetimesistopreventextendedplantoperationwithoutsufficientECCsystemprotection.ThemximumallowableoutageCime,specified~event,tendstolimittheunavailabilityofanECCsystem.However,thereisnocumulative.outagetimelimitationtopreventrepeatedplannedandunplannedoutagesfromaccumulatingextensiveECCsystemdowntime.Unavailability,asdefinedingeneraltermsinWASH>>1400(8],istheprobabilityofasystembeinginafailedstatewhenrequired.However,forthisreview,adetailedunavailabilityanalysiswasnotrequired.Instead,apreliminaryestimateoftheunavailabilityofanECCsystemwasmadebycalculatingtheratiooftheECCsystemdowntimetothenumberofdaysthattheplantwasinoperationduiingthelast5years.Tosimplifythetabulationofoperatingtime,onlytheperiodwhentheplantwasinoperationalMode1wasconsidered.Thissimplifyingassumptionisreasonablegiventhattheperiodoftimethataplantisstartingup,shuttingdown,andcoolingdownissmallcomparedtothetimeitisoperatingatpower.Inaddition,anECCsystemwasconsidereddownwheneveranECCsystemcomponentwasunavailableduetoanycause.ItshouldbenotedthattheratiocalculatedinthismannerisnotatruemeasureoftheECCsystemunavailability,sinceoutageeventsareincludedthatappeartocompromisesystemperformancewhen,infact,partialorfullfunctionofthesystemwouldbeexpected.FullfunctionofanECCsystemtillFranklinResearchCenterA&visionoi~FranklinInsatute TERM5506-296wouldbeexpectedifthedesign'capabilityofthesystemexceededthecapacityrequiredforthesystemtofulfillitssafetyfunction.Forexample,ifanECCsystemconsistingoftwoloopswithmultiplepumpsineachloopisdesignedsothatonlyonepumpineachloopisrequiredtosatisfycorecoolingrequirements,thenanoutageofasinglepumpwouldnotpreventthe"systemfromperformingitssafetyfunction.Inaddition,theactualECCsystemunavailabilityisafunctionofplannedandunplannedoutagesofessentialsupportsystemsaswellasofplannedandunplannedoutagesofprimaryECCsystemcomponents.Znaccordancewiththeclarificat:iondiscussedinSection2,onlytheeffectsofoutagesassociatedwithprimaryECCsystemcomponentsandemergencydieselgeneratorsareconsideredinthisreview.TheinclusionofalloutageeventsassumedtobetrueECCsystemoutagestendstooverestimatetheunavailability,whiletheexclusionofsupportsystemoutagest:endstounderestimatetheunavailability,ofECCsystemsandcomponents.OnlyadetailedanalysisofeachECCsystemforeachplantcouldimprovetheconfidenceinthecalculatedresult.Suchananalysisisbeyondtheintendedscopeofthisreport.Theplannedandunplanned(forced)outagetimesforthefourECCsystems(SItank,HPSI,LPSZ,andRHST)andthestandbydieselgeneratorswereidentifiedfromtheoutageinformationinReference4andareshowninnumberofdaysandaspercentageofplantoperatingtimeperyearinTable1fortheSt.LucieUnitl.Outagesthatoccurredduringnonoperationalperiodswereeliminatedaswellasthosecaused.byfailuresortestan/maintenanceofsupportsystems.Dataonplantoperatingconditionswereobtainedfromtheannualreports,"NuclearPowerPlantOperatingExperience"[9-12],andfrommonthlyreports,"LicensedOperatingReactorsStatusSummaryReports"[13].TheremainingoutagesweresegregatedintoplannedandunplannedoutagesbasedonPPL'sdescriptionofthecausesTheoutageperiodsforeachcategorywerecalculatedbysummingtheindividualoutagedurations.ObservedoutagetimesofvariousECCsystemsatSt.LucieUnit1werecomparedwiththoseofotherPHRs.Basedonthiscomparison,itwasconcludedthatthehistoricalunavailabilityoftheSZtank,RWST,HPSZ,andLPSIsystemshasbeenconsistentwiththeperformanceofthosesystemsthroughout00FranklinResearchCenterARisenorTheFrsnl4nInsatwe TERM5506-29632COMPARISONOFECCSYSTEMOUTAGESWITHTHOSEOFOTHERPLANTSTheoutagesofECCsystemscanbecategorizedas(1)unplannedoutagesduetoequipmentfailureor(2)plannedoutagesduetosurveillancetestingorpreventivemaintenance.UnplannedoutagesarereportableasLicenseeEventReports(LERs)underthetechnicalspecifications.PlannedoutagesforperiodicmaintenanceandtestingarenotreportableasLERs.ThetechnicalspecificationsidentifythetypeandquantityofECCequipmentrequiredaswellasthemaximumallowableoutagetimes.Ifanoutageexceedsthemaximumallowabletime,thentheplantoperatingmodeisalteredtoalowerstatusconsistentwiththeavailableECCsystemcomponentsstilloperational.ThepurposeofthetechnicalspecificationmaximumallowableoutagetimesistopreventextendedplantoperationwithoutsufficientECCsystemprotection.ThemximumallowableoutageCime,specified~event,tendstolimittheunavailabilityofanECCsystem.However,thereisnocumulative.outagetimelimitationtopreventrepeatedplannedandunplannedoutagesfromaccumulatingextensiveECCsystemdowntime.Unavailability,asdefinedingeneraltermsinWASH>>1400(8],istheprobabilityofasystembeinginafailedstatewhenrequired.However,forthisreview,adetailedunavailabilityanalysiswasnotrequired.Instead,apreliminaryestimateoftheunavailabilityofanECCsystemwasmadebycalculatingtheratiooftheECCsystemdowntimetothenumberofdaysthattheplantwasinoperationduiingthelast5years.Tosimplifythetabulationofoperatingtime,onlytheperiodwhentheplantwasinoperationalMode1wasconsidered.Thissimplifyingassumptionisreasonablegiventhattheperiodoftimethataplantisstartingup,shuttingdown,andcoolingdownissmallcomparedtothetimeitisoperatingatpower.Inaddition,anECCsystemwasconsidereddownwheneveranECCsystemcomponentwasunavailableduetoanycause.ItshouldbenotedthattheratiocalculatedinthismannerisnotatruemeasureoftheECCsystemunavailability,sinceoutageeventsareincludedthatappeartocompromisesystemperformancewhen,infact,partialorfullfunctionofthesystemwouldbeexpected.FullfunctionofanECCsystemtillFranklinResearchCenterA&visionoi~FranklinInsatute TERM5506-296wouldbeexpectedifthedesign'capabilityofthesystemexceededthecapacityrequiredforthesystemtofulfillitssafetyfunction.Forexample,ifanECCsystemconsistingoftwoloopswithmultiplepumpsineachloopisdesignedsothatonlyonepumpineachloopisrequiredtosatisfycorecoolingrequirements,thenanoutageofasinglepumpwouldnotpreventthe"systemfromperformingitssafetyfunction.Inaddition,theactualECCsystemunavailabilityisafunctionofplannedandunplannedoutagesofessentialsupportsystemsaswellasofplannedandunplannedoutagesofprimaryECCsystemcomponents.Znaccordancewiththeclarificat:iondiscussedinSection2,onlytheeffectsofoutagesassociatedwithprimaryECCsystemcomponentsandemergencydieselgeneratorsareconsideredinthisreview.TheinclusionofalloutageeventsassumedtobetrueECCsystemoutagestendstooverestimatetheunavailability,whiletheexclusionofsupportsystemoutagest:endstounderestimatetheunavailability,ofECCsystemsandcomponents.OnlyadetailedanalysisofeachECCsystemforeachplantcouldimprovetheconfidenceinthecalculatedresult.Suchananalysisisbeyondtheintendedscopeofthisreport.Theplannedandunplanned(forced)outagetimesforthefourECCsystems(SItank,HPSI,LPSZ,andRHST)andthestandbydieselgeneratorswereidentifiedfromtheoutageinformationinReference4andareshowninnumberofdaysandaspercentageofplantoperatingtimeperyearinTable1fortheSt.LucieUnitl.Outagesthatoccurredduringnonoperationalperiodswereeliminatedaswellasthosecaused.byfailuresortestan/maintenanceofsupportsystems.Dataonplantoperatingconditionswereobtainedfromtheannualreports,"NuclearPowerPlantOperatingExperience"[9-12],andfrommonthlyreports,"LicensedOperatingReactorsStatusSummaryReports"[13].TheremainingoutagesweresegregatedintoplannedandunplannedoutagesbasedonPPL'sdescriptionofthecausesTheoutageperiodsforeachcategorywerecalculatedbysummingtheindividualoutagedurations.ObservedoutagetimesofvariousECCsystemsatSt.LucieUnit1werecomparedwiththoseofotherPHRs.Basedonthiscomparison,itwasconcludedthatthehistoricalunavailabilityoftheSZtank,RWST,HPSZ,andLPSIsystemshasbeenconsistentwiththeperformanceofthosesystemsthroughout00FranklinResearchCenterARisenorTheFrsnl4nInsatwe TERW5506-2962oREVIEWCRITERIATheLicensee'sresponsetoNUREG-0737'temII.K.3~17,wasevaluatedagainstcriteriaprovidedbytheNRCinaletterdatedJuly21,1981[5],outliningTentativeWorkAssignmentP.Providedasreviewcriteriain.Reference5,theNRCstatedthattheLicensee'sresponseshouldcontainthefollowinginformation:l.Areportdetailingoutagedates,causesofoutages,andlengthsofoutagesforallECCsystemsforthelast5yearsofoperation.ThisreportwastoincludetheECCsystemsorcomponentsinvolvedandcorrectiveactionstaken.Testandmaintenanceoutagesweretobeincluded.2.AquantificationofthehistoricalunavailabilityoftheECCsystemsandcomponentsduetotestandmaintenanceoutages.3.ProposedchangestoimprovetheavailabilityofECCsystems,ifnecessary.ThetypeofinformationrequiredtosatisfythereviewcriteriawasclarifiedbytheNRConAugust12,1981[6].AuxiliarysystemssuchascomponentcoolingwaterandplantservicewatersystemswerenottobeconsideredindeterminingtheunavailabilityofECC'systems.OnlytheoutagesofthedieselgeneratorsweretobeincludedalongwiththeprimaryECCsystemoutages.Finally,the"lastfiveyearsofoperation"wastobelooselyinterpretedasacontinuous5-yearperiodofrecentoperation.OnJuly26,1982[7],theNRCfurtherclarifiedthatthepurposeofthereviewwastoidentifythoselicenseesthathaveexperiencedhigherECCsystemoutagesthanotherlicenseeswithsimilarNSSSs.TheneedforimprovedreliabilityofdieselgeneratorsisunderreviewbytheNRC.ADieselGeneratorInterimReliabilityProgramhasbeenproposedtoeffectimprovedperformanceatoperatingplantsAsaconsequence,acomparisonofdieselgeneratoroutageinformationwithinthisreviewisnotrequired.~AIJ(lFranMinResearchCenterADlvhionofTheFranklinInsome TERM5506-29632COMPARISONOFECCSYSTEMOUTAGESWITHTHOSEOFOTHERPLANTSTheoutagesofECCsystemscanbecategorizedas(1)unplannedoutagesduetoequipmentfailureor(2)plannedoutagesduetosurveillancetestingorpreventivemaintenance.UnplannedoutagesarereportableasLicenseeEventReports(LERs)underthetechnicalspecifications.PlannedoutagesforperiodicmaintenanceandtestingarenotreportableasLERs.ThetechnicalspecificationsidentifythetypeandquantityofECCequipmentrequiredaswellasthemaximumallowableoutagetimes.Ifanoutageexceedsthemaximumallowabletime,thentheplantoperatingmodeisalteredtoalowerstatusconsistentwiththeavailableECCsystemcomponentsstilloperational.ThepurposeofthetechnicalspecificationmaximumallowableoutagetimesistopreventextendedplantoperationwithoutsufficientECCsystemprotection.ThemximumallowableoutageCime,specified~event,tendstolimittheunavailabilityofanECCsystem.However,thereisnocumulative.outagetimelimitationtopreventrepeatedplannedandunplannedoutagesfromaccumulatingextensiveECCsystemdowntime.Unavailability,asdefinedingeneraltermsinWASH>>1400(8],istheprobabilityofasystembeinginafailedstatewhenrequired.However,forthisreview,adetailedunavailabilityanalysiswasnotrequired.Instead,apreliminaryestimateoftheunavailabilityofanECCsystemwasmadebycalculatingtheratiooftheECCsystemdowntimetothenumberofdaysthattheplantwasinoperationduiingthelast5years.Tosimplifythetabulationofoperatingtime,onlytheperiodwhentheplantwasinoperationalMode1wasconsidered.Thissimplifyingassumptionisreasonablegiventhattheperiodoftimethataplantisstartingup,shuttingdown,andcoolingdownissmallcomparedtothetimeitisoperatingatpower.Inaddition,anECCsystemwasconsidereddownwheneveranECCsystemcomponentwasunavailableduetoanycause.ItshouldbenotedthattheratiocalculatedinthismannerisnotatruemeasureoftheECCsystemunavailability,sinceoutageeventsareincludedthatappeartocompromisesystemperformancewhen,infact,partialorfullfunctionofthesystemwouldbeexpected.FullfunctionofanECCsystemtillFranklinResearchCenterA&visionoi~FranklinInsatute TERM5506-296wouldbeexpectedifthedesign'capabilityofthesystemexceededthecapacityrequiredforthesystemtofulfillitssafetyfunction.Forexample,ifanECCsystemconsistingoftwoloopswithmultiplepumpsineachloopisdesignedsothatonlyonepumpineachloopisrequiredtosatisfycorecoolingrequirements,thenanoutageofasinglepumpwouldnotpreventthe"systemfromperformingitssafetyfunction.Inaddition,theactualECCsystemunavailabilityisafunctionofplannedandunplannedoutagesofessentialsupportsystemsaswellasofplannedandunplannedoutagesofprimaryECCsystemcomponents.Znaccordancewiththeclarificat:iondiscussedinSection2,onlytheeffectsofoutagesassociatedwithprimaryECCsystemcomponentsandemergencydieselgeneratorsareconsideredinthisreview.TheinclusionofalloutageeventsassumedtobetrueECCsystemoutagestendstooverestimatetheunavailability,whiletheexclusionofsupportsystemoutagest:endstounderestimatetheunavailability,ofECCsystemsandcomponents.OnlyadetailedanalysisofeachECCsystemforeachplantcouldimprovetheconfidenceinthecalculatedresult.Suchananalysisisbeyondtheintendedscopeofthisreport.Theplannedandunplanned(forced)outagetimesforthefourECCsystems(SItank,HPSI,LPSZ,andRHST)andthestandbydieselgeneratorswereidentifiedfromtheoutageinformationinReference4andareshowninnumberofdaysandaspercentageofplantoperatingtimeperyearinTable1fortheSt.LucieUnitl.Outagesthatoccurredduringnonoperationalperiodswereeliminatedaswellasthosecaused.byfailuresortestan/maintenanceofsupportsystems.Dataonplantoperatingconditionswereobtainedfromtheannualreports,"NuclearPowerPlantOperatingExperience"[9-12],andfrommonthlyreports,"LicensedOperatingReactorsStatusSummaryReports"[13].TheremainingoutagesweresegregatedintoplannedandunplannedoutagesbasedonPPL'sdescriptionofthecausesTheoutageperiodsforeachcategorywerecalculatedbysummingtheindividualoutagedurations.ObservedoutagetimesofvariousECCsystemsatSt.LucieUnit1werecomparedwiththoseofotherPHRs.Basedonthiscomparison,itwasconcludedthatthehistoricalunavailabilityoftheSZtank,RWST,HPSZ,andLPSIsystemshasbeenconsistentwiththeperformanceofthosesystemsthroughout00FranklinResearchCenterARisenorTheFrsnl4nInsatwe
