SAVANNAH, BALTIMORE, MARYLAND  Dear Mr. Koehler:  On December 12, 2011, Mark Roberts of this office conducted a safety inspection at the Nuclear Ship (N .S.) Savannah in Baltimore, Maryland.  The regional inspector was accompanied by two
representatives from the NRC's Division of Waste Management and Environmental Protection (DWMEP), Office of Federal and State Materials and Environmental Management Programs (FSME).  The safety inspection reviewed programs and activities associated with the N.S. Savannah while the vessel is in a long-term safe storage status.  The enclosed inspection report documents the inspection results, which were discussed with you and other members of your
staff at the conclusion of the inspection on March 29, 2012.  Based on the results of this inspection, no findings of safety significance were identified.    The FSME, DWMEP representatives reviewed supporting documentation for the U. S. Department of Transportation, Maritime Administration (MARAD) Government Statement of
Intent for Decommissioning Financial Assurance, including requests for decommissioning funding from MARAD's Office of Ship Disposal to MARAD's Chief Financial Officer.  From discussions with MARAD staff, it was noted that MARAD receives its funding from the Department of Transportation (DOT).  During the inspection, MARAD was unable to demonstrate that they had actually requested funding for decommissioning from the DOT for fiscal years 2010, 2011 or 2012.  The FSME, DWMEP representatives indicated that they would follow-up on any actions related to funding for decommissioning in future correspondence.
In accordance with 10 CFR Part 2.390 of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRC's document system (ADAMS).  ADAMS is accessible from the NRC Web Site at
