Letter from Mr. Erhard W. Koehler (Maritime Administration) to Document Control Desk (NRC) dated April 30, 2021, Notice of Management Contract Award In Reference (a), MARAD committed to submit organizational updates to its Updated Final Safety Analysis Report (UFSAR) and Decommissioning Quality Assurance Plan (DQAP). This submittal closes that one-time commitment.
Pursuant to 10 CFR 50.54(a) and 10 CFR 50.7l(e), the Maritime Administration (MARAD) hereby submits Revision 12 of the UFSAR as Enclosure (1) and DQAP, Revision 3 as Enclosure (2).
Regarding the UFSAR, the major change is deleting the Chapter 11 text that described the makeup of MARAD's licensee organization. The organization description is effectively moved to the DQAP.
Several other minor Type I changes are also included. MARAD certifies that the updated information accurately presents changes made since the previous revision. Revision 12 is resubmitted in its entirety and not on a replacement-page basis.
Regarding the DQAP, the major change involves revising the licensee organization described in Section 2 to include the level of detail that was previously included in the UFSAR, and to account for recent minor changes to MARAD's organizational structure. This DQAP change has been evaluated in accordance with STS-003-007, Evaluating Changes to the Decommissioning Quality Assurance Plan. The changes are not a reduction in commitment because they meet one or more of the following criteria:
o Use of generic organizational position titles that clearly denote the position function, supplemented as necessary by descriptive text, rather than specific titles; o
Use of generic organizational charts to indicate functional relationships, authorities, and responsibilities, or, al1emately, the use of descriptive text; and, o
Organizational revisions that ensure that persons and organizations performing quality assmance functions continue to have the requisite authority and organizational freedom, including sufficient A independence fulln cost and schedule when opposed to safi:;ty considerations.
