LIC-1 5-0071Attachment 1Page 1Revised Proposed AlternativeRepairs to identified boric acid leakage sources will be made on RC-100, CEDM RC-10-24, andICI Port #44 during the current refueling outage. Repairs to identified component cooling water(CCW) leakage sources will be made on CEDMs RC-10-03, RC-10-12, RC-10-14, RC-10-27,RC-1 0-35, and RC-1 0-39 during the current refueling outage. This corrects the known sourcesof leakage. Procedure OP-ST-RC-3007, Periodic Reactor Coolant System Integrity Test, whichspecifies inspection areas inside containment including the ICI Ports, CEDM housings, and RC-100, will be performed. This surveillance test will verify the correction of the identified leaks andconfirm the absence of new leaks.During Operating Cycle 28 OPPD will use administrative controls such that at an unidentifiedleak rate increase of greater than 0.1 gpm above stable baseline, actions will be taken toidentify the source of the leakage. If the source is not identified within 24 hours, actions will betaken to shut the plant down.The "stable baseline" is the baseline mean defined in procedure, ER-AP-331-1003 "RCSLeakage Monitoring and Action Plan". ER-AP-331-1003 establishes the controls andexpectations for monitoring Reactor Coolant System (RCS) leakage under the Exelon NuclearBoric Acid Corrosion Control (BACC) program and the PWR Owner's Group (PWROG)Operations Subcommittee "Needed" Recommendations under letters OG-07-387 &OG-08-400,and associated guidance for these recommendations contained in WCAPs 16423 & 16465. Italso defines the methodology used to establish acceptable baseline values.The "Stable Baseline" (Baseline Mean) is defined as a normal, steady state mean value for agiven plant condition (gpm @ 60F to 70F and atmospheric pressure). This is established duringnominal Mode 1 plant conditions.Following every outage, the previous quarter's (prior to the outage) Baseline Mean RCSunidentified leak rate value and Standard Deviation are used upon startup for a new fuel cycleor until such time as the plant systems become more stable and better values can becalculated. Following a refueling outage it may take several weeks for the RCS leak rate tostabilize, because it takes time for equipment packing to swell, seals to run-in, etc. dependingon the cycle. A revised baseline from the previous quarter is established based upon plantresponse post outage.The FCS experience over several outages (past 4), indicates that this takes nominally aboutone month. Following FCR27, it is expected that a "stable baseline" will be establishedapproximately 4 weeks post startup.During Operating Cycle 28, OPPD will perform a bare-metal visual inspection on the upper RVHin accordance with the criteria contained in ASME Code Case N-729-1 on the first ColdShutdown of greater than 72 hours that occurs after at least 4 months of operation.During Refueling Outage FCR28 OPPD will conduct UT/surface examinations of all RVHnozzles. | |||

This is shown in the revised attached Source IdentificationDiagram. This revised diagram depicts the dispersion of leakage from ICI-44, RC-10-24,RC-100, and the CCW flex hose. Also shown this diagram is the general flow of wash downliquid and where it tends to accumulate on the downhill side of various penetrations,particularly at the ICI locations. Repairs to identified component cooling water(CCW) leakage sources will be made on CEDMs RC-10-03, RC-10-12, RC-10-14, RC-10-27,RC-1 0-35, and RC-1 0-39 during the current refueling outage. This corrects the known sourcesof leakage. Procedure OP-ST-RC-3007, Periodic Reactor Coolant System Integrity Test, whichspecifies inspection areas inside containment including the ICI Ports, CEDM housings, and RC-100, will be performed. This surveillance test will verify the correction of the identified leaks andconfirm the absence of new leaks.During Operating Cycle 28 OPPD will use administrative controls such that at an unidentifiedleak rate increase of greater than 0.1 gpm above stable baseline, actions will be taken toidentify the source of the leakage. Italso defines the methodology used to establish acceptable baseline values.The "Stable Baseline" (Baseline Mean) is defined as a normal, steady state mean value for agiven plant condition (gpm @ 60F to 70F and atmospheric pressure). This is established duringnominal Mode 1 plant conditions.Following every outage, the previous quarter's (prior to the outage) Baseline Mean RCSunidentified leak rate value and Standard Deviation are used upon startup for a new fuel cycleor until such time as the plant systems become more stable and better values can becalculated.
