Dear Benjamin Pearson:

By letter dated June 18, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24177A132), Omaha Public Power District (OPPD) requested the U.S. Nuclear Regulatory Commission (NRC) to approve a request to amend the license for Fort Calhoun Station, Unit No. 1 (FCS). The amendment would approve a revision of the FCS License Termination Plan (LTP) which was approved by license amendment dated January 31, 2024 (ML24019A145).

The U.S. Nuclear Regulatory Commission (NRC) staff performed an acceptance review of your application to determine if the application contains sufficient technical information in scope and depth to allow the staff to complete the detailed technical review. This letter is to advise you that, based on our acceptance review, the application does not contain sufficient technical information. The supplemental information needed to continue our review is described in the enclosure to this letter. To schedule our technical review, this supplemental information should be provided within 21 days from the date of the letter. If the information described is not received by this date, the application will not be accepted for review. This letter confirms our phone call on September 5, 2024, with respect to the supplemental information needed and the timeframe for your submittal. Please note that addressing this request for supplemental information (RSI) does not preclude the staff from issuing further requests for additional information during the course of the detailed technical review of this application.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs ADAMS. Enclosure RSI-01 RESRAD files and calculations spreadsheet Comment: The RESRAD input and output files and the spreadsheet of equations and calculations (Reference [13] Omaha Public Power District, "Excel Spreadsheet Calculations in Support of FCS LTP Chapter 6, Revision 0") used to determine the revised derived concentration guideline level (DCGL) values were not provided with the license amendment request (LAR). This information is needed to ensure that the assumptions and values identified in the LAR were included in the RESRAD and spreadsheet calculations that demonstrate that the proposed DCGLs will result in meeting the dose criteria for unrestricted use in 10 CFR 20.1402.

Basis: The LAR proposes changes to the DCGLs associated with the revised remediation strategy for the Auxiliary Building basement. These updated, site-specific DCGLs were calculated using a combination of RESRAD-ONSITE, Version 7.2, and spreadsheet calculations. Although listed in the LAR, neither the RESRAD-ONSITE files nor the spreadsheet documenting the calculations were provided with the LAR. This information is needed to confirm that the assumptions and specific parameter values used in the revised calculations were considered and that the resulting values match the values provided in the LAR.

Request: Provide the updated RESRAD-ONSITE input and output files and summary reports as well as Reference [13] Omaha Public Power District, "Excel Spreadsheet Calculations in Support of FCS LTP Chapter 6, Revision 0," with the updated calculations used in the LAR.
