"Revised In-service Inspection (lSI) and In-service Test (1ST) Interval End Dates as a Result of Extended Refueling Outage," dated January 21, 2014 (LIC-14-0002) (ML14022A258)

The purpose of this letter is to inform the NRC that the Omaha Public Power District (OPPD) is extending the Fourth Ten-Year lnservice Inspection (lSI) Interval for Fort Calhoun Station (FCS), Unit No. 1 in accordance with 10 CFR 50.55a, "Codes and standards," paragraph (g),

"lnservice inspection requirements." The Fourth Ten-Year lSI Interval is currently scheduled to end on June 6, 2016. As shown in Reference 1, that includes a 985-day extension allowed by IWA-2430(e) for the 2011 refueling outage, which was delayed due to flooding of the Missouri River and efforts to restart FCS after entry into Inspection Manual Chapter (IMC) 0350.

To optimize planning, scheduling and conducting the necessary inspections, the end date of the Fourth Ten-Year lSI Interval, is being extended for one-year as permitted by the Code of Record for Fort Calhoun Station's Fourth Ten-Year lSI Interval (i.e., American Society of Mechanical Engineers (ASME)Section XI, 1998 Edition through 2000 Addendum) . Paragraph IWA-2430(d)(1) allows the inspection interval to be reduced or extended by as much as one year and stipulates that adjustments shall not cause successive intervals to be altered by more than one year from the original pattern of intervals. Paragraph IWA-2430(e) states: "In addition to IWA-2430(c) and (d), for plants that are out of service continuously for 6 months or more, the inspection interval during which the outage occurred may be extended for a period equivalent to the outage and the original pattern of intervals extended accordingly for successive intervals."

Thus , the Code of Record permits both extensions to be applied to the Fourth Ten-Year lSI Interval.

Nuclear Regulatory Commission Ll C-14-0099 Page2 As follows from the discussion above, the Fourth Ten-Year lSI Interval will end on June 6, 2017 and the Fifth Ten-Year lSI Interval will begin on June 7, 2017. This extension does not apply to the Fourth lnservice Test (1ST) Interval or the Second Containment lSI Interval. As stated in Reference 1, the Fourth 1ST interval will end on June 6, 2016 and the Second Containment lSI Interval will end on May 20, 2021.

Since the provisions of ASME Code Section XI paragraph IWA-2430(d) are met, a relief request in accordance with 10 CFR 50.55a, "Codes and standards," paragraph (a}(3)(i) is not required and therefore this letter is provided for information only.
