FORT CALHOUN STATION, UNIT NO. 1 - PHASE 1 FINAL STATUS SURVEY REPORT TO SUPPORT APPROVED LICENSE TERMINATION PLAN -

REQUEST FOR ADDITIONAL INFORMATION (EPID L-2024-DFR-0002)

Dear Andrea Barker:

By letter dated April 17, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24114A232) Omaha Public Power District (OPPD) submitted the final status survey reports for Phase 1 of the Final Status Survey (FSS) Plan for Fort Calhoun Station, Unit No. 1 (FCS).

To support the U.S. Nuclear Regulatory Commission (NRC) staffs technical review of Phase 1 of the FCS FSS Plan, please provide the additional information described in the enclosure. The NRC developed this set of requests for additional information (RAI) using the description of the FCS FSS plans in the Fort Calhoun Station Decommissioning Project License Termination Plan (LTP) (ML23346A152); and the guidance in NUREG-1575, Revision 1, Multi-Agency Radiation Survey and Site Investigation Manual (ML003761445); and, NUREG-1757, Volume 2, Revision 2, Consolidated Decommissioning Guidance - Characterization, Survey, and Determination of Radiological Criteria (ML22194A859). The description of FCS FSS plans in the LTP support meeting the license termination release criterion in 10 CFR 20.1402, and the survey requirements of 10 CFR 20.1501 (a) and (b) 10 CFR 50.82(a)(9)(ii)(D)).

Please provide a response to the RAI or a written request for additional time to respond, including the proposed response date and a brief description of the reason, by 30 days from the date of this letter. In addition to the RAIs, NRC staff have identified observations related to this review that are intended as feedback to facilitate the review of the FSS reports for the subsequent phases of the FSS Plan for FCS. Those observations are at the end of the RAI enclosure but do not require a response.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
