Pursuant to 10CFR50.90, Wolf Creek Nuclear Operating Corporation (WCNOC) hereby requests an amendment to the Wolf Creek Generati.ng Station (WCGS) facility operating license (NPF-42) by in;orporating changes to the Technical Specifications (TS) as provided in this license amendment request.
The purpose of this request is-to provide a submittal pursuant to Reference 1) and Reference 2) whic will docket WCNOC's request for NRC approval of the full conversion of the WCGS Technical Specification from the current Technical Specifications to a set of Technical Specifications based upon the improved Standard Technical Specifications (ISTS) [ Reference 3].
WCNOC has prepared this submittal to be consistent with 10CFR50.36a and requests that the proposed changes be incorporated into the Technical i
Specifications. is an oath. is a general description and assessment of the proposed full conversion including the proposed license condition. contains a list of the changes within the submittal which are not directly related to the conversion process and a list of other pending or projected License Amendments Requests (LARs) which could potentially impact the review of this conversion application.
Attachments 4 through 19 provide the specific changes and the justifications i
that support the acceptability of the changes and the evaluations that support the conclusion that these changes do not involve a significant hazard consideration.

TU Electric, and Pacific Cas &
Electric Company (PG&E).
Two enclosures (Enclosures 3B and 68) in Attachments 4 through 19 to this submittal contain conversion comparison tables.
These comparison tables reflect how the proposed changes are treated by each of the four utilities.
The tables are provided to assist the NRC in performing reviews of the individual submittals of each of these utilities.
Only the information related to WCNOC on these tables is considered to be part of this license amendment request.
The information related to the other utilities is being provided for information only.
I UE, TU Electric and PG&E are submitting parallel license amendment requests for their respective plants (Callaway, Comanche Peak and Diablo Canyon).
