Pursuant to 10CFR50.90, Wolf Creek Nuclear Operating Corporation (WCNOC) hereby requests an amendment to the Wolf Creek Generati.ng Station (WCGS) facility operating license (NPF-42) by in;orporating changes to the Technical Specifications (TS) as provided in this license amendment request. The purpose of this request is-to provide a submittal pursuant to Reference 1) and Reference 2) whic will docket WCNOC's request for NRC approval of the full

. conversion of the WCGS Technical Specification from the current Technical Specifications to a set of Technical Specifications based upon the improved Standard Technical Specifications (ISTS) [ Reference 3].

WCNOC has prepared this submittal to be consistent with 10CFR50.36a and i

requests that the proposed changes be incorporated into the Technical

. Specifications. Attachment 1 is an oath. Attachment 2 is a general description and assessment of the proposed full conversion including the proposed license condition. Attachment 3 contains a list of the changes within the submittal which are not directly related to the conversion process and a list of other pending or projected License Amendments Requests (LARs) which could potentially impact the review of this conversion application.

i Attachments 4 through 19 provide the specific changes and the justifications that support the acceptability of the changes and the evaluations that support the conclusion that these changes do not involve a significant hazard consideration. • ET 97-0050 Page 2 of 3 WCNOC developed this conversion application in concert with three other utilities: Union Electric Company (UE), TU Electric, and Pacific Cas &

Electric Company (PG&E). Two enclosures (Enclosures 3B and 68) in Attachments 4 through 19 to this submittal contain conversion comparison tables. These comparison tables reflect how the proposed changes are treated by each of the four utilities. The tables are provided to assist the NRC in performing reviews of the individual submittals of each of these utilities. Only the information related to WCNOC on these tables is considered to be part of this license amendment request. The information related to the other utilities is being provided for information only.

Because of the similarities in the attached license amendment request and the )

I submittals of these other three licensees, it is requested that, to the extent i

possible, the NRC review these four submittals t oget.he r in order to minimize l the required NRC resources, reduce licensee costs ard reduce overall review l time. Don Woodlan of TU Electric is the chairman cf the Joint Licensing l Subcommittee, which includes members from each of the fot.r utilities and which I

l coordinated the joint development of the four full corversion applications.

j Mr. Woodlan (817-897-6887) is the lead utility contact to resolve matters l which relate to the NRC's review of these four packages.  !

L In accordance with 10CFR50.91(b), WCNOC is providing the State of Kansas with a copy of this proposed a aendment.

. Because implementation of the improved technical specifications involves l significant training and revisions to implementing procedures, WCNOC will interface with the NRC during the review process to establish an appropriate j implementation date or perio'i.
