Docket No. 50-482: Supplemental Information to Amendment Request to Technical Specification 3/4.7.5, Ultimate Heat Sink Gentlemen:

Reference 1 provided an application for amendment to Facility Operating License No. NPF-42 to revise the Wolf Creek ' Generating Station (WCGS)

Technical Specification 3/4.7.5, Ultimate Heat Sink, to incorporate an Action Statement for restoration of plant inlet water temperature prior to initiating a plant shutdown. f f

Per discussions with the NRC Project Manager, the NRC Staff has determined that the addition of an Action Statement for restoration of temperature is a generic change and a change to NUREG-1431, Revision 1, " Standard Technical Specifications - Westinghouse Plants," should be initiated. As a result, the .

NRC Project Manager requested Wolf Creek Nuclear Operating Corporation (WCNOC) to submit a letter indicating the change be issued as a limited duration amendment.

A change to NUREG-1431 had previously been initiated and a Technical Specification Task Force (TSTF) traveler is expected to be submitted to the NRC in the very near future. Wolf Creek is working with the industry to ensure that the proposed traveler allows the use of plant specific evaluations for determining the appropriate Required Actions based on different plant designs. WCNOC requests that the NRC staff work with the industry to resolve the generic changes to allow a permanent change to the WCGS Technical Specifications by June, 2000.

As requested by the NRC Project Manager, Wolf Creek provided (Reference 2) the I proposed changes to the Current Technical Specification that would allow use l of the limited duration ~ Action Statement until September 30, 1999. The proposed changes were similar to Amendment No. 118 dated July 18, 1998, except

-that WCNOC had included the additional action to reduce power with only one RHR train operable when the cooling lake water temperature exceeded 90'F.

. WO 99-0051 Page 2 Per discussion with the NRC Project Manager on May 20, 1999, WCNOC is submitting the requested temporary change without the action to reduce power.

That change in the action statement will be pursued in the generic change to NUREG-1431.

Attachment I provides the limited duration proposed changes to the Current Technical Specifications. The proposed changes in Attachment I are the same as the temporary changes approved in Amendment 118, except that the temporary change will expire on September 30, 1999. Therefore, this proposed change is enveloped by the No Significant Hazards Consideration Determination and the Environmental Impact Determination from Amendment 118. Changes to the Improved Technical Specifications shcald not be processed with the limited duration proposed changes to the Current Technical Specifications since the Improved Technical Specifications will not be implemented until after September 30, 1999.
