Docket No. 50-482: Request for Partial Issuance cf License Amendment on Component Cooling Water Gentlemen:

This letter requests the partial issuance of an amendment to Facility Operating License No. NPF-42 for the Wolf Creek Generating Station (WCGS), as discussed.with the acting NRC Project Manager on January 5, 1999. Wolf Creek Nuclear Operating Corporation (WCNOC) requested an amendment to convert the current Technical Specifications to a set of Technical Specifications based upon the improved Standard Technical Specifications (NUREG-1431, Revision 1) as provided in the Reference. Specifically, per this letter WCNOC is requesting that Technical Specification Surveillance Requirement (SR) 4.7.3b.

be revised to delete -the "during shutdown" requirement and reflect the appropriate plant conditions in the associated 3/4.7.3 Bases. Deleting this wording is consistent with SR 3.7.7.2 and SR 3.7.7.3 and associated Bases of the improved Standard Technical Specifications. This proposed change was justified in Description of Change (DOC) 08-03-LG in Attachment No. 13 of the Reference. This request is based on recently identifying that Component cooling Water Pumps C and D are inoperable due to a set of contacts not being tested as required by Technical Specification Surveillance Requirement 4.7.3b.

Marked.up pages for the current WCGS Technical. Specifications and Bases are provided in Attachment II. A summary of the commitments made in this submittal is provided in Attachment II.
