Human Factors Engineering Review Considerations for Control Room Modifications June 29, 2021 Division of Reactor Oversight, Office of Nuclear Reactor Regulation 1

  • Standard Review Plan (SRP) Chapter 18 provides guidance for NRC staff reviewing human factors engineering (HFE) considerations of:

- operating license applications

- design certifications (DCs)

- plant modifications

- important human actions 2

From SRP Chapter 18:

3

From SRP Chapter 18:

  • Applicable NRC guidance:

- NUREG0711, Human Factors Engineering Program Review Model

- NUREG0700, HumanSystem Interface Design Review Guidelines

- NUREG 1764, Guidance for the Review of Changes to Human Actions

  • If proposed changes will affect human actions

- SRP, Chapter 18, Appendix A, Guidance for Evaluating Credited Manual Operator Actions

5 NUREG0711

  • NUREG0711, Human Factors Engineering Program Review Model

- Used by NRC staff to review the HFE aspects of licensing applications.

- Verifies that the applicants HFE program incorporates HFE practices and guidelines accepted by the staff, as described within the twelve HFE program elements 6

NUREG0711 7

8 NUREG0700

Design Review Guidelines

- Provides guidance for reviewing the interfaces between plant personnel and the plants systems and components and evaluating conformance with HFE guidelines 9

NUREG0700 10

NUREG0700

  • Expectation:

- The licensees established program/guidelines for system design should align with the HSI guidance and standards discussed in NUREG0700 11

12 NUREG1764

  • NUREG 1764, Guidance for the Review of Changes to Human Actions

- Provides guidance for determining the appropriate level of HFE review of human actions (HAs),

considering their riskimportance

- Before submitting a change request to the NRC the licensee reviews a proposed plant change to identify HAs that constitute new or modified actions, or involve modified task demands.

13

NUREG1764

  • Entails a fourstep process for evaluating HAs associated with an amendment request
  • Plant modifications and associated HAs are categorized into regions of high, medium, and low risk (similar to Reg Guide 1.174)
  • Level of risk associated with affected HAs guides the appropriate level of graded HFE review

- Informs what program elements in NUREG 0711 should be considered by NRC staff in their review 14
