SUMMARY

OF MEETING HELD ON JUNE 19, 1987, BETWEEN NRC AND APCo REPRESENTATIVES TO DISCUSS USE OF THE COMMISSION POLICY STATEMENT FOR TECHNICAL SPECIFICATION IMPROVEMENTS ON A PLANT SPECIFIC BASIS Introduction The NRC Project Manager (E. Reeves) reviewed the purpose of the meeting and distributed copies of the meeting notice and the enclosed " Pilot Application of the Commission's Interim Policy Statement on Technical Specifications Improvements at Farley." The NRC staff had re consider Farley Technical Specifications (TS) quested changes in aAPCo management near-term test of to the feasibility of implementing the Policy Statement on a plant specific basis. At list of attendees is enclosed.

Discussion APCo (Mcdonald) stated his willingness to cooperate with NRC in the endeavor within certain limitations. Removal of certain TS sections and putting them ,

in plant procedures and in the Final Safety Analysis Report (FSAR) might be '

feasible according to APCo. However, the licensee was reluctant to consider the other TS changes being developed by the Westinghouse Owner's Group (WOG),

e. g. human factors and reformatting.

nRR (Fischer) discussed the Policy Statement and noted that a perceived improvement in safety would be possible when the entire Policy Statement is implemented. APCo (Morey) noted that from an operator's vievpoint, a reduction in the TS to simplify and reduce the amount of TS informatfon (which operators are now required to memorize) would be a definite plus. Se also noted that to " human engineer" the existing TS would be a long, time cot'suming effort and may not be worth the effort on a plant specific basis. j The NRC staff (Starostecki) noted that our intention is to determine if a
