On September 22, 2016, the U.S. Nuclear Regulatory Commission (NRC) completed a security baseline inspection at your Vogtle Electric Generating Plant, Units 1 & 2. The inspection covered one or more of the key attributes of the Security cornerstone of the NRC's Reactor Oversight Process. The enclosed inspection report (IR) documents the inspection results that were discussed on September 22, 2016, with you and other members of your staff. This report documents one Self-Revealing finding of very low security significance (i.e., Green, as determined by the Physical Protection Significance Determination Process) and one Licensee Identified Violation (LIV) that were identified during this inspection. The deficiencies were corrected or compensated for, and the plant was in compliance with applicable physical protection and security requirements within the scope of this inspection, before the inspectors left the site. The Self-Revealing finding had a crosscutting aspect in the area of Human Performance (H.12), because the licensee failed to recognize and plan for the possibility of mistakes, latent issues, and inherent risk, even while expecting successful outcomes.
