SUMMARY

OF ARKANSAS NUCLEAR ONE, UNIT NOS. 1 AND 2, NOVEMBER 17-20, 2014, REGULATORY AUDIT ASSOCIATED WITH THE PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN, REVISIONS 14, 15, 16, AND 17 (TAC NOS. MF3598 AND MF3599)

The purpose of this summary is to document the results of an audit performed at Arkansas Nuclear One, Unit Nos. 1 and 2 (AN0-1 and AN0-2), associated with Revisions 14, 15, 16, and 17 of the Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (collectively, the ANO Security Plan) submitted by Entergy Operations, Inc. (Entergy, the licensee).

A review team, consisting of U.S. Nuclear Regulatory Commission (NRC) staff from the Office of Nuclear Security and Incident Response, participated in a regulatory audit at AN0-1 and AN0-2, located in Russellville, Arkansas, from November 17-20, 2014. The regulatory audit supported the review of the ANO Security Plan, Revisions 14 through 17, in accordance with Title 10 of the Code of Federal Regulations (10 CFR) paragraph 50.54(p).

By letter dated October 4, 2012, as supplemented by letter dated February 4, 2013, Entergy submitted Revision 14 of the ANO Security Plan. By letter dated June 12, 2013, as supplemented by letter dated April 30, 2014, the licensee submitted Revision 15 of the ANO Security Plan. By letter dated October 23, 2013, the licensee submitted Revision 16 of the ANO Security Plan. By letter dated April 30, 2014, the licensee submitted Revision 17 of the ANO Security Plan. Revisions 14, 15, 16, and 17 were submitted under the provisions of 10 CFR 50.54(p)(2).

The onsite regulatory audit was necessary in order to:

• Gain an understanding of the information and language provided in the licensee's submittals and to review the four ANO Security Plan revisions holistically;

• Allow insight into the supporting evaluations and documentation of the basis for the ANO Security revisions; The Enclosure to this letter contains security-related information. When separated from the Enclosure, this letter is DECONTROLLED.

• Discuss the language used in the ANO PSP revisions as compared to the responses to requests for additional information (RAls) provided by the licensee up to the time of the audit and discuss unresolved RAls; and

• Determine if any additional RAls were needed in order to complete the staff's review of Revisions 14, 15, 16, and 17 to the ANO PSP.

The information submitted by the licensee in support of the ANO PSP revisions remains under review by the NRC staff, and any additional information needed to support the review of the licensee's submittals will be formally requested in accordance with Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-101, Revision 4, "License Amendment Review Procedures."

The Enclosure provides a summary of the audit, which was performed as described in the audit plan dated November 12, 2014 (portions of which contain security-related information). The Enclosure to this letter contains security-related information and, accordingly, is withheld from public disclosure pursuant to 10 CFR 2.390.

The audit team held an entrance meeting on Monday, November 17, 2014, with the licensee's staff and the NRC resident inspectors. The licensee's staff provided support via discussions, documentation, and plant walk-downs to define and support the NRC's review and discussion concerning the ANO PSP.

At the conclusion of the audit, the audit team conducted an exit meeting with AN0-1 and AN0-2 staff and management on November 20, 2014. The NRC staff expressed its appreciation to the licensee's staff for providing informative walk-downs and presentations for the regulatory audit team.
