Dear Chainnan Hendrie:

It has come to my attention that the Philadelphia Electric p-Company may soon request an Early Site Review for a nuclear plant it proposes to construct in Fulton Township, Lancaster County, Pennsylvania. PE is seeking i.his review in apparent response to an f4RC staff recommendation that application proceedings for the Fulton site be tenninated. Since f4RC has not yet acted on the staff recommendation, and PE is apparently intending to proceed ,

with its application, the entire matter is left in a state of l:

uncertainty. g s,.

In view of the nuclear accident at Three Mile Island, and .

the reassessment of nuclear policy which it has prompted, any l move to expedite the licensing of a new nuclear facility in Lancaster County seems highly imprudent. Residents of the area have endured enough in the past months, and the prospect of a m E

new plant going up is much more than they can or should be expected to contend with. Therefore, in order to bring an end to the uncertainty which currently pre / ails, I respectfully urge that the f4RC deny any application for an early site review for the Fulton site.

Your prompt attention to this matter vould be appreciated.
