I am pleased to provide the Council with ten copies of the Draft En-vironmental Statement, prepared by, the, Commission's Regulatory staff, on environmental considerations under the National Environmental Policy Act of 1969 relating to the facility identified in the en-closure to this letter.

This Draft Environmental Statement was prepared in accordance with the statement of general policy and procedure on implementation of the National Environmental Policy Act of 1969 as set out in Appendix D of the Commission's regulations, 10 CFR Part 50. A noti'ce of the availabi,lity of the Draft Environmental Statement and request for comments from interested persons is being sent to the Office of the Federal Register for filing and publication (copies enclosed). A request for comments also is being sent to appropriate Federal, State and local agenci.es.

After receipt of the comments'rom Federal, State and local agencies, we shall prepare a final environmental statement including, where appropriate, a discussion of any problems or objections raised and the disposition thereof, and forward copies of the statement to the Council.

Second Street, Oswego, New Yo'rk 13126.

The Draft Statem nt is also being made available at the New York State Office of Planning Services, 488 Broadway, Albany, New York 12207 and the Central New York Regional Planning and Development Board, 321 East Mater Street, Syracuse, New York 13202. Copies of the Comnission's Draft Environmental Statement may be obtained by request addressed to the U. S. Atomic Energy Commission, Washington, D.C. 20545, Attention; Deputy Director for Reactor Projects, Directorate of Licensing.

.The Applicant's Environmental Report, as supplemented, submitted by Niagara Mohawk Power Corporation is also available for public inspection at the above-designated locations. Notice of availability of the Applicant's Environmental Report was published in the FEDERAL REGISTER on August 18, 1972 (37 F.R. 16692) .

Pursuant to 10 CFR Part 50, Appendix D. interested persons may, within forty-five (45) days from the date of publication of this notice in the FEDERAL REGISTER, submit comments on the Applicant's Environmental Report, as supplemented, and the Draft Environmental Statement for the Commission's consideration. Federal and State agencies are being provfded with copies of the Applicant's Environmental Report and the Draft Environ-mental Statement (local agencies may obta'in these documents upon request).

When comments thereon by Federal, State, and local officials are received by the Commission, such comments will be made available for public in-spection at the Commission's Public Document Room in Washington, D. C.

and the Oswego City Library, 120 E. Second Street, Oswego, New York 13126.
