CONSUMERS POWER COMPANY iI Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I. Change Add Section 4.i8 "Integrity of Systems Outside Containment Likely to Contain Badioacti ve Fluids" as shown on attached proposed page.

II. Discussion

• The :~bove prop~sed Technical Specifications change is requested by the NJ\C and fulfills the requirement specified in NUREG-0737, Item III.D.l';l.

This change provides a preventative maintenance program to reduce leakage to .as,-:low-:as-practical levels for systems outside containment.

III. Conclusion Based-on the foregoing, both the Palisades Plant Review Committee and the Safety and Aud.it Review Board have reviewed this change and find it acceptable.
