This change is desired to allow entry into an air lock to perform repairs on an inoperable air lock door and thereby avoid the potential for an unnecessary plant shutdown. That change involves addition of footnotes to TS 3.6.l and TS 4.5.2, similar to Note 1 in Standard Technical Specifications {STS) LCO 3.6.2.

During the process of preparing the TS change request {TSCR), it was determined that it was appropriate to revise TS Sections 3.6 and 4.5 in general. The items needing revision are:

1) LCO 3.6.2, Containment Pressure, and its basis contain less restrictive limits than are currently assumed as initial conditions in the safety analyses;
2) LCO 3.6.2 includes no action statement to address a plant condition where containment pressure exceeds the TS limit.

Existing TS contain no LCO for containment temperature; LCOs 3.6.3 and 3.6.5 and their bases are inconsistent;

5) The terminology in TS Sections 3.6 and 4.5 is inconsistent, and
6) Existing TS contain component lists which may be removed in accordance with the guidance of Generic Letter 91-08.

The enclosed TSCR proposes many changes to these two TS sections. Most of the

' chariges are editorial and do not change any TS limits. Four technical changes make TS requirements more restrictive:

1) Reducing the TS LCO 3.6.2 limit for containment pressure,
2) Adding an action statement for LCO 3.6.2,
3) Adding a new LCO 3.6.3 for containment temperature, and
4) Revising the containment purge valve LCO 3.6.5, to agree with the wording in its basis, to be applicable above 210°F rather than above 525°F.

Three other technical changes make TS requirements less restrictive, but are features of STS:

1) The addition of an allowance in TS 3.6.1 and TS 4.5.2 to enter an air lock through a locked door to perform maintenance, and
2) The generalization of the TS 3.6.1 allowance to open specific isolation valves under administrative control so that it applies to all containment penetration flow paths. (This generalization also is suggested by Generic Letter 91-08.)
3) Revising Containment Pressure LCO 3.6.2 so that it is no longer applicable during Cold Shutdown.

In addition, the TS table of containment isolation valves and the specific component identifiers used in TS section 3.6 have been deleted in accordance with the guidance of GL 91-08.

The proposed editorial changes are intended to enhance the clarity of these TS sections by grouping the LCOs together, by deleting unnecessary wording, and by using consistent terminology throughout.

It is requested that this change request receive expedited review to decrease the probability of a required plant shutdown due to easily repaired air lock door leakage, and that this change become effective upon approval.
