This change is requested to relocate the Crane Operation and Movement of Heavy Loads requirements and their bases from the Technical Specifications to other plant documents prior to the 1996 Refueling Outage. A portion of the present heavy load requirements are overly restrictive and create an unnecessary financial burden.

Heavy load requirements do not meet the criteria in 10 CFR 50.36 for retention in Technical Specifications, and are not addressed in the Standard Technical Specifications, NUREG 1432 et al. The relocation and subsequent minor revision of the requirements will likely reduce the 1996 and subsequent refueling outage durations by 24 to 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> each. It is estimated that 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of outage time can cost between $ 250,000 and $ 400,000.

Revision of the heavy loads restrictions and the consequent shortening of refueling outages could be accomplished by either amending the existing Technical Specifications to remove those overly restrictive portions of the heavy load requirements, or by relocating all heavy load requirements to other documents and subsequently removing the overly restrictive portions under 10 CFR 50.59.

Palisades is in the process of preparing a change request to convert to Standard Technical Specifications (STS). Since heavy load restrictions are not addressed in STS, that change request would accomplish the relocation of the subject

requirements. The conversion to STS will not be accomplished, however, prior to the upcoming outage.

Relocation of heavy load restrictions prior to the conversion to STS, rather than revision of the existing Technical Specification requirements will accomplish the heavy load requirement revision with a single NRC review, thereby saving additional investment in change request preparation and review.

Two attachments to the enclosure have been included:

1)

The Proposed Technical Specifications pages, and

2)

The Existing Pages Marked to Show Proposed Changes.

OF COMMITMENTS This letter completes no commitments, establishes no new commitments, and makes no revisions to existing commitments.

  • Request for Change to the Technical Specifications License DPR-20 It is requested that the Technical Specifications contained in the Facility Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on February 21, 1991, for the Palisades Plant be changed as described below:

Discussion Of Proposed Change:

It is proposed that the sections of the existing Palisades Technical Specifications dealing with Crane Operation And Movement Of Heavy Loads, Specification 3.21 and its bases, be totally relocated.

The proposed change moves these requirements, which do not meet the 10 CFR 50.36(c)(2)(ii) criteria, from the Technical Specifications to the FSAR, to the Operating Requirements Manual, or to other documents controlled under 10 CFR 50.59. Similar requirements were omitted from the Standard Technical Specifications in the rewrite of NUREG 0212 which produced NUREG 1432.

This change is described further in the No Significant Hazards Determination.

II. Reasons for Change:

The proposed Technical Specification change, relocating the heavy loads restrictions of Specification 3.21, and subsequent revision of these requirements under 50.59 will likely reduce the 1996 and subsequent refueling outage durations by 24 to 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> each.

It is estimated that 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of outage time costs between $250,000 and $400,000.

The outage duration reductions result from the ability to move numerous heavy loads into and out of the auxiliary building track alley area while fuel movements are in progress in the spent fuel pool.

Specification 3.21.2 reads, in part:

d.

Heavy loads shall not be moved over the 649' level of the auxiliary building unless:

(1)

The fuel storage building crane interlocks are OPERABLE or they are bypassed and the crane is under administrative control of a supervisor, and (2)

No fuel handling operations are in progress.

The planned revisions to the heavy loads controls pertain to the present restrictions on heavy load movements over the auxiliary building 649' level during fuel handling operations. This current requirement is overly restrictive and creates an unnecessary financial burden because it applies to the entire 649' level of the auxiliary building.

The corresponding containment area requirements do not contain this unnecessary restriction on heavy load movements in conjunction with fuel

2 handling operations. The auxiliary building 649' level is similar to the containment 649' level in that there are several areas where a heavy load movement can be performed safely and efficiently without distracting the fuel handling personnel.

The planned.revisions to the auxiliary building heavy load restrictions would alter requirement 3.21.2.d.(2} to allow movement of heavy loads into and out of the auxiliary building track alley area (but not over the fuel pool or tilt pits} while fuel movements are in progress in the spent fuel pool.

III. Analysis of No Significant Hazards Consideration Consumers Power Company finds that this proposed Technical Specifications change involves no significant hazards and accordingly, a no significant hazards determination ~er 10CFR50.92(c} is justified. The change moves requirements from TS to other plant documents controlled under 10 CFR 50.59 without affecting their technical content. Since this change does not alter the technical content of any requirements, the operation of the facility in accordance with the proposed change cannot involve a significant increase in the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any previously evaluated, or involve a significant reduction in a margin of safety.

IV.

Conclusion The Palisades Plant Review Committee has reviewed this Technical Specifications Change Request and has determined that proposing this change does not involve an unreviewed safety question.

Further, the change involves no significant hazards consideration. This change has been reviewed by the Nuclear Performance Assessment Department.

CONSUMERS POWER COMPANY To the best of my knowledge, the contents of this Technical Specifications change request, which relocates the Crane Operation And Movements Of Heavy Loads sections to other plant documents, are truthful and complete.
