Attachment 1 contains three revised Shutdown Cooling Technical Specification change request pages. Two of these changes are intended to resolve concerns which arose during the NRC review of this change request.

1) Proposed pages 3-25i and 3-25h have been revised to add a two hour time limitation to Exception number 2.
2) Proposed page 3-45a has been revised to clarify that the exceptions of proposed LCO 3.1.9 do not ~llow reducing the available AC electrical sources below one offsite supply and one onsite supply.

In addition, a revision has been made to LCO 3.1:9.2 to allow stoppage of a shutdown cooling pump during plant heatup once a primary coolant pump has been placed in service.

1) Proposed page 3-25i has been revised so that the LCO 3.1.9.2 would, like LCO 3.1.9.1, allow use of a Primary Coolant Pump or a shutdown cooling pump to induce the required flow.

Attachment 2 contains the same 3 pages marked up to show the changes from our May 5, 1994 submittal.

As mentioned in our May 19, 1993 letter, we request that the associated license amendment become effective no sooner than 90 days after approval, to allow completion of the associated training and procedure changes.

The changes proposed in this letter do not alter the conclusions of the No Significant Hazards Analysis contained in our April 15, 1992 letter on this subject. A copy of this letter has been sent to the State of Michigan.
