This request is consistent with guidance provided by the NRC in Generic Letter *91-01, "Removal of the Schedule for the Withdrawal of Reactor Vessel Material Specimens from the Technical Specifications", dated January 4, 1991.

In addition, we also request that the NRC approve the enclosed revision (Attachment 3) to the Reactor Vessel Surveillance Coupon Removal Schedule in accordance with 10 CFR 50, Appendix H, Sectton II.B.3. This revision corrects the schedule to reflect an actual operating cycle of 1.-0 EFPY as opposed to the 0~8 EFPY originally used to develop the schedule and incorporates Palisades plans for a cycle length of 1.15 EFPY beginning with cycle 11.

As requested in the enclosure to Generic Letter 91-01, Consumers Power Company commits to include the NRC approved version of the specimen removal schedule in the next revision to the Final Safety Analysis ~eport.

Attachment 1 to the change request contains proposed changes to the Technical Specifications pages. Attachment 2 to the change request contains marked up pages of the existing Technical Specifications showing the proposed changes.

We request that this change be made effective upon issuance of an Amendment.

CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on February 21, 1991, for the Palisades Plant be changed as described in Section I below:

I. Changes The following changes are proposed to Technical Specification 4.3:

A. In the Specifications section, Item g, delete the last sentence of the paragraph, "The specimen removal schedule shall be as indicated in Table 4.3.3."

B. In the Basis section; delete the entire paragraph entitled "Reactor Vessel Surveillance Specimens."

C. In the References section; delete reference number 2 in its entirety.

D. Delete Table 4.3.3, "Reactor Vessel Surveillance Coupon Removal Schedule" in its entirety.

II. Discussion The reactor vessel material specimens are used to measure certain physical characteristics of the reactor vessel that may be affected by temperature, pressure, radiation, thermal cycling, etc. These surveillance specimens are removed from the reactor vessel periodically and examined. Based upon the results of this examination, temperature and pressure limits for the reactor coolant system, as defined by technical specifications, are updated. This ongoing program helps to fulfill the requirements of Appendix H to 10 CFR 50 to prevent brittle fracture of the reactor vessel.

In Generic Letter 91-01 the NRC noted that the technical specifications surveillance requirements associated with the above referenced limits specify a schedule for the withdrawal of the reactor vessel material specimens and that this requirement was the same as that contained in Section 11.B.3 of Appendix H to 10 CFR 50. It was determined that the placement of the withdrawal schedule in the technical specifications

duplicated the controls established by Appendix H. The NRC concluded that the duplication w~s unnecessary and that.removing the schedule from the technical specifications was consistent with the Commission Policy Statement on Technical Specifications Improvements.

III. Analysis of No Significant Hazards Consideration Consumers Power Company finds the activities associated with this proposed Technical Specifications change involve no significant hazards:

and accordingly, a no significant hazards determination per 10 CFR 50.92(c) is justified. The following evaluation supports the finding that the proposed change would not:

  • 1. Involve a significant increase in the possibility or consequences of an accident previously evaluated.

The relocation of the surveillance specimen removal schedule is an administrative change removing a duplication of the requirement already contained in Appendix H to 10 CFR 50. Therefore, the change has no effect on the possibility or consequences of an accident.

2. Create the possibility of a new or different kind of accident from any previously evaluated.

3. Involve a significant reduction in the margin of safety.

The relocation of the surveillance specimen removal schedule is an administrative change removing a duplication of the requirement already contained in Appendix H to 10 CFR 50. Therefore, the margin of safety, as defined by the plant licensing bases, is unchanged.

IV. Conclusion The Palisades Plant Review Committee has reviewed this TechniGal Specifications Change Request and has determined that this change does not involve an unrevi~wed safety question. Further, the change involves no significant hazards consideration. This change has been reviewed by the Nuclear Performance Assessment Department. A copy of this Technical Specifications Chang~ Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
