4. The Cleveland Municipal Electric system, being com-pletely isolated and physically surrounded by CEI has managed with increasing difficulty to maintain a competitive posicion for the benefit of its consumers. Cleveland has on numerous occasions, beginning with the allocation of power from he Niagara-Hydro Project in 1957 tried, unsuccessfully, to ob:ain a source of power other than its own generation and to make ar-rangements with another bulk power supplier :c coordina:e power supply so as to reduce reserve requirements of Cleveland anc

Cleveland the use of its transmission system for delivery of power from other systems as it has denied Cleveland a per a-nant interconnection for coordination of power supply between CEI and Cleveland.

6. Having failed to obtain the proper arrange =ent with CEI, Cleveland filed a complaint against CEI with the Federal Power Coumission May 13, 1971, now docketed as :he Ci:v cf Cleveland, Ohio v. Cleveland Electric Illuminatin2 Com0any, No. E-7631. This cc= plaint in eart requests an order of :he 7ederal ?cwer Co-wission directing a permanen interconne::Lon between Cleveland and CEI and requests 7?C to fix the carso and condicions of coordination of power supply ~aerween che sys: ens.

No hearing has yet been held in this matter by 72C.

Cleveland by virtue of the fact that it is an isola ed syst.e is not able to obtain membership in the CA?CO pool, anc th u suffers economic disadv- a3e as a competing power supplier in the Cleveland area.
