The basis for the staff's review is 10 CFR 50.80(a) which states, "No license for a production or utilization facility, or any right thereunder, shall be transferred, assigned, or in any manner disposed of, either voluntarily or involuntarily, directly or indirectly, through transfer of control of the license to any person, unless the Commission shall give its consent in writing." The attached analysis constitutes our financial qualifications review input to the safety evaluation (SE) for the Vermont Yankee Nuclear Power Station (VY), on the proposal submitted by Vermont Yankee Nuclear Power Corporation (VYNPC), Entergy Nuclear Vermont Yankee, LLC (Entergy Nuclear VY) and Entergy Nuclear Operations, Inc. (ENO), dated October 5, 2001.
