FOWARDING OF SUPPLEMENT 1 TO NUREG-1907, SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF VERMONT YANKEE NUCLEAR POWER STATION, DOCKET NO.

50-271, TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS By letter dated January 25, 2006, Entergy Nuclear Operations, Inc. (Entergy), submitted its application to the U.S. Nuclear Regulatory Commission (NRC or staff) for renewal of the Vermont Yankee Nuclear Power Station (VYNPS) operating license for an additional 20 years.

The staff issued NUREG-1907, Safety Evaluation Report Related to the License Renewal of Vermont Yankee Nuclear Power Station, Docket No. 50-271, in two volumes in May of 2008 (ADAMS Accession Nos. ML081430057 and ML081430109), which summarize the results of its safety review of the renewal application for compliance with the requirements of Title 10 of the Code of Federal Regulations, Part 54 (10 CFR 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

One of the staffs proposed license conditions in the final safety evaluation report (SER)

(NUREG-1907) required Entergy to perform fatigue analyses on the core spray (CS) and recirculation outlet (RO) nozzles at VYNPS no later than two years prior to entering the period of extended operation. By letters dated January 15, 2009 (ADAMS Accession No. ML090230678) and March 12, 2009 (ADAMS Accession No. ML090760976), Entergy provided the results of its confirmatory environmentally adjusted fatigue cumulative usage factor (CUFen) analyses for the CS and RO nozzles at VYNPS.

By letter dated May 21, 2009, the staff issued Supplement 1 to the VYNPS SER (ADAMS Accession No. ML091200177) documenting the staffs review of Entergys confirmatory CUFen analyses for the CS and RO nozzles at VYNPS. The staff is forwarding Supplement 1 to the VYNPS SER to the Advisory Committee on Reactor Safeguards for the Committees consideration. Please note that in Supplement 1, the staff concluded that Entergys analyses are acceptable. The conclusions drawn by the staff in the final SER, regarding similar confirmatory analysis for the feedwater nozzles, remain valid.
