On March 29, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070820079) regarding dissimilar metal welds in the pressurizer surge, spray, and safety/relief nozzle-to-safe-end welds at North Anna Power Station, Unit Nos. 1 and 2 (North Anna Units 1 and 2). This letter acknowledges receipt of Virginia Electric Power Company's (Dominion's) letter dated October 4, 2007, (ADAMS Accession No. ML072780140) informing the NRC of actions taken in response to this CAL at North Anna Unit 1. The NRC has previously acknowledged actions taken at North Anna Unit 2 by letter dated September 12, 2007, (ADAMS Accession No. ML072130002).

The Dominion letter stated that six full structural mitigative preemptive weld overlays (PWOLs) for the pressurizer safety, spray, relief, and surge nozzles were performed during the fall 2007 refueling outages for Unit 1, in accordance with relief request CMP-022R1. The surface and volumetric examinations of the weld and base material were completed with no recordable indications. The acceptance examination of the PWOLs resulted in 100 percent coverage for all overlay weld volume. However, due to a previous weld repair during initial fabrication which changed the geometry of the nozzle on the 'A' pressurizer safety valve nozzle-to-safe-end weld, only 99.8 percent of coverage for the preservice examination of the inservice inspection (ISI) examination volume was obtained. This coverage is consistent with the revision to CMP-022R1 provided to the NRC on October 1, 2007 (ADAMS Accession No. ML072750064). The pre-service examinations of the lSI examination volume resulted in 100 percent coverage for the remaining five PWOLs.

No further response is required regarding the CAL. We consider the CAL closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. This action closes TAC No. MD4163.
