ALLEGATION GUIDANCE MEMORANDUM 2008-001, DRAFT REVISION 1, FINAL GUIDANCE IN RESPONSE TO LESSONS LEARNED FROM THE ALLEGATION ASSESSMENT OF INATTENTIVE SECURITY OFFICERS AT PEACH BOTTOM ATOMIC POWER STATION This memorandum transmits the subject Allegation Guidance Memorandum (AGM) which provides guidance to the Nuclear Regulatory Commission (NRC) staff responsible for handling allegations. This guidance was developed in response to lessons learned regarding the handling of allegations in March 2007 and September 2007 of inattentive security officers at the Peach Bottom Atomic Power Station. Enclosure 1 provides background associated with that event and a summary of significant issues included in the AGM.
 
This memorandum transmits the subject Allegation Guidance Memorandum (AGM) which provides guidance to the Nuclear Regulatory Commission (NRC) staff responsible for handling allegations. This guidance was developed in response to lessons learned regarding the handling of allegations in March 2007 and September 2007 of inattentive security officers at the Peach Bottom Atomic Power Station. Enclosure 1 provides background associated with that event and a summary of significant issues included in the AGM.
The NRC staff issued Revision 0 of the AGM on December 29, 2008. Since that time, in accordance with Commission direction, the staff has engaged internal and external stakeholders and has developed draft Revision 1 (Enclosure 2) that indicates by change bars in the right margins the key enhancements made to Revision 0 in response to stakeholder input.
