TRANSPORTATION, N.S. SAVANNAH, BALTIMORE, MARYLAND | |||
Dear Mr. Koehler: | |||
On December 12, 2011, Mark Roberts of this office conducted a safety inspection at the Nuclear | |||
Ship (N .S.) Savannah in Baltimore, Maryland. The regional inspector was accompanied by two | |||
representatives from the NRC's Division of Waste Management and Environmental Protection | |||
(DWMEP), Office of Federal and State Materials and Environmental Management Programs | |||
(FSME). The safety inspection reviewed programs and activities associated with the N.S. | |||
Savannah while the vessel is in a long-term safe storage status. The enclosed inspection report | |||
documents the inspection results, which were discussed with you and other members of your | |||
staff at the conclusion of the inspection on March 29, 2012. Based on the results of this | |||
inspection, no findings of safety significance were identified. | |||
The FSME, DWMEP representatives reviewed supporting documentation for the U. S. | |||
Department of Transportation, Maritime Administration (MARAD) Government Statement of | |||
Intent for Decommissioning Financial Assurance, including requests for decommissioning | |||
funding from MARADs Office of Ship Disposal to MARADs Chief Financial Officer. From | |||
discussions with MARAD staff, it was noted that MARAD receives its funding from the | |||
Department of Transportation (DOT). During the inspection, MARAD was unable to | |||
demonstrate that they had actually requested funding for decommissioning from the DOT for | |||
fiscal years 2010, 2011 or 2012. The FSME, DWMEP representatives indicated that they would | |||
follow-up on any actions related to funding for decommissioning in future correspondence. | |||
In accordance with 10 CFR Part 2.390 of the NRCs "Rules of Practice," a copy of this letter, its | |||
enclosure, and your response (if any) will be available electronically for public inspection in the | |||
NRC Public Document Room or from the Publicly Available Records component of the NRCs | |||
document system (ADAMS). ADAMS is accessible from the NRC Web Site at | |||
