By letter dated October 23, 2014, Duke Energy Carolinas, LLC (Duke, the licensee), submitted a request for NRC approval of a change to the Duke Quality Assurance Topical Report for Catawba Nuclear Station, Units 1 and 2; McGuire Nuclear Station, Units 1 and 2; and Oconee Nuclear Station, Units 1, 2, and 3. The proposed change would allow Duke to use the latest available Nuclear Information and Records Management Association (NIRMA) record standards. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The NRC staff has reviewed the information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the LAR in terms of regulatory requirements and the protection of the public health and safety and the environment.
