The U.S. Nuclear Regulatory Commission (NRC) is about to issue amendments to the Browns Ferry Units 1, 2, and 3 licenses. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of this amendment.

This amendment is in response to Tennessee Valley Authority's application dated February 17, 2015, as supplemented by letter dated September 25, 2015. The proposed changes would revise Table 3.3.6.1-1, "Primary Containment Isolation Instrumentation," of the Technical Specifications (TS) to correct an inadvertent omission made by Amendment Nos. 251, 290, and 249 for Units 1, 2, and 3, respectively. Specifically, the proposed revision would add the number "3" to indicate Mode 3 for Function 5.g, Standby Liquid Control System (SLCS) initiation, to the column entitled, "Applicable Modes or Other Specified Conditions." With this error is correction, SLCS will be required to be operable in Modes 1, 2, and 3. The addition of Mode 3 would provide a more concise description of all SLCS modes including the omitted maintenance of the suppression pool pH level below 7 following a Loss of Coolant Accident event. The SLCS operation and operability remain unchanged, and no physical plant change or procedural change is required as a result of implementing the amendment. Finally, the amendment ensures consistency between the previously approved TS 3.1.7, TS Table 3.3.6.1-1, TS Function 5.g and its associated Bases, and the Final Safety Analysis Report.
