SUBJECT:
GRAND GULF NUCLEAR STATION - RESPONSE TO REQUEST FOR COMPONENT DESIGN BASIS INSPECTION EXTENSION
Dear Mr. Nadeau:
Referring to your letter, dated February 24, 2017, in which you requested a change in the Component Design Basis inspection (CDBI) from planned start date of September 11, 2017, to a new proposed date of August 20, 2018.
The Component Design Basis Inspection had been performed using Inspection Procedure 71111.21 and included three on-site weeks. Effective January 2017, this inspection procedure was revised and given the designation of 71111.21M and titled as the Design Basis Assurance (DBA) inspection. This major revision included a reduction in the number of components inspected and a change in the criteria for selecting components to include permanent plant modifications. A corresponding reduction in the number of inspection hours and a reduction in the time spent on-site from three weeks to two weeks was made.
The current inspection schedule for the Grand Gulf Nuclear Station shows the DBA inspection on-site weeks as the week of September 11, 2017, and the week of September 25, 2017, with the last day on-site of Friday, September 29, 2017.
We understand the basis for your request to reschedule the DBA inspection to August of 2018.
As discussed in our telephone conversations on March 8, 2017, and April 10, 2017, we offered options for exchanging DBA inspection dates with other Region IV facilities. Upon further consideration, this proved to be not practical and we agreed to keep the Grand Gulf Nuclear Station DBA inspection as currently scheduled in September of 2017. The inspection team will be led by Mr. Wayne Sifre and the team will consist of three NRC inspectors and two contractors. You can expect to receive a request for information letter approximately 60 days ahead of the first on-site week. This letter will ask for information that will allow the team to prepare for the inspection and maximize our effectiveness. As stated, the teams activities will be governed by NRC Inspection Procedure 71111.21M.
J. Nadeau 2 We look forward to working with you and your team on this inspection effort. If you have any questions regarding this subject, please contact me at 817-200-1243.
Sincerely,
/RA/
