JOINT PROPOSAL REGARDING PLANT TOUR I. INTRODUCTION Pursuant to the Atomic Safety and Licensing Boards (Board) Memorandum of April 29, 2019 (Memorandum),1 the U.S. Nuclear Regulatory Commission (NRC) Staff and NextEra Energy Seabrook, LLC (NextEra) jointly2 submit this proposal regarding the anticipated tour of Seabrook Station Unit 1 (Seabrook). The NRC Staff (including the NRCs on-site inspectors) and NextEra have conferred and agree that the proposal below satisfies each of the Board Objectives identified in the Memorandum. The joint proposal further identifies proposed dates and a recommended tour size, as requested by the Board. | |||

Exterior Diesel Generator Building Combined Cracking Index (CCI) panel and extensometer; Exterior Fuel Storage Building (FSB) CCI panels and extensometers; Exterior Containment Enclosure Building (CEB) / Equipment Hatch Missile Shield CCI panels; Condensate Storage Tank Enclosure exterior CCI panels and extensometers; and B Electrical Tunnel (original location of alkali-silica reaction discovery). | |||
Subsequently, participants would engage in a post-tour discussion (location to be determined) to view photos of additional CCI Panels, extensometers, and coring locations located in various radiologically-controlled areas (e.g., Residual Heat Removal System Vault, FSB, CEB), and observe an extensometer model and a core sample display. Barring unforeseen delays, the proposed tour (including the pre- and post-tour discussions) reasonably could be completed in approximately 4 hours, ending by 12:00 PM. | |||
III. PROPOSED TOUR DATES AND SIZE Plant staffing and scheduled activities are reduced at Seabrook on alternating Fridays. In order to maximize the efficiency of the tour and minimize disruption of site operations, NRC Staff and NextEra propose to conduct the tour on one of these Fridays.4 Available dates include: | |||

JOINT PROPOSAL REGARDING PLANT TOUR I. INTRODUCTION Pursuant to the Atomic Safety and Licensing Boards (Board) Memorandum of April 29, 2019 (Memorandum),1 the U.S. Nuclear Regulatory Commission (NRC) Staff and NextEra Energy Seabrook, LLC (NextEra) jointly2 submit this proposal regarding the anticipated tour of Seabrook Station Unit 1 (Seabrook).
