JOINT PROPOSAL REGARDING PLANT TOUR I. INTRODUCTION Pursuant to the Atomic Safety and Licensing Boards (Board) Memorandum of April 29, 2019 (Memorandum),1 the U.S. Nuclear Regulatory Commission (NRC) Staff and NextEra Energy Seabrook, LLC (NextEra) jointly2 submit this proposal regarding the anticipated tour of Seabrook Station Unit 1 (Seabrook). The NRC Staff (including the NRCs on-site inspectors) and NextEra have conferred and agree that the proposal below satisfies each of the Board Objectives identified in the Memorandum. The joint proposal further identifies proposed dates and a recommended tour size, as requested by the Board.

II. PROPOSED TOUR LOCATIONS AND FORMAT NRC Staff and NextEra propose to begin the tour at 8:00 AM at a meeting location (to be determined) outside the Security Owner Controlled Area (SOCA), where participants would complete necessary security documentation,3 and receive a pre-tour safety orientation and a 1

Licensing Board Memorandum (Concerning Plant Tour) (Apr. 29, 2019) (unpublished) (ML19119A293).

2 Counsel for NRC Staff authorized NextEra to file this joint proposal.

3 Participants will be required to provide certain information to NextEra in advance of the tour to allow for access authorization processing.

general overview of the tour and tour objectives. Thereafter, participants would process through the SOCA security point and then into the Protected Area. The proposed tour would proceed through the following areas, allowing participants to view various core-sample, monitoring, and extensometer locations along the way:

Exterior Diesel Generator Building Combined Cracking Index (CCI) panel and extensometer; Exterior Fuel Storage Building (FSB) CCI panels and extensometers; Exterior Containment Enclosure Building (CEB) / Equipment Hatch Missile Shield CCI panels; Condensate Storage Tank Enclosure exterior CCI panels and extensometers; and B Electrical Tunnel (original location of alkali-silica reaction discovery).

Subsequently, participants would engage in a post-tour discussion (location to be determined) to view photos of additional CCI Panels, extensometers, and coring locations located in various radiologically-controlled areas (e.g., Residual Heat Removal System Vault, FSB, CEB), and observe an extensometer model and a core sample display. Barring unforeseen delays, the proposed tour (including the pre- and post-tour discussions) reasonably could be completed in approximately 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
, ending by 12:00 PM.

III. PROPOSED TOUR DATES AND SIZE Plant staffing and scheduled activities are reduced at Seabrook on alternating Fridays. In order to maximize the efficiency of the tour and minimize disruption of site operations, NRC Staff and NextEra propose to conduct the tour on one of these Fridays.4 Available dates include:

4 These alternating Fridays are preferable for logistical purposes, but NRC Staff and NextEra remain open to accommodating any date the Board prefers. As to dates other than those proposed here, we note that Monday tends to be the busiest day of the week for the sites security access points.

2

June 7 and 21; July 19; and August 2 and 16.5 Based on various considerations, including escort-to-visitor ratios, the tour reasonably could accommodate the Board and its law clerks, plus two representatives from each party (C-10, NextEra, and NRC Staff), excluding escorts/guides.

Increasing the number of representatives may necessitate the tour being split into two separate groups.

Respectfully submitted, Executed in Accord with 10 C.F.R. § 2.304(d) Executed in Accord with 10 C.F.R. § 2.304(d)
