On April 4, 2019, the Board conducted a teleconference with the parties concerning, among other things, the possibility of conducting a tour of the Seabrook Nuclear Generating Station (Plant). The Boards law clerk subsequently informed the parties that the Board would compile a list of areas and items the Board would like to see during the tour. The Board has since decided that, in view of its limited knowledge of the Plant, the best approach would be to identify the Boards objectives for the tour, and for the NRC Staff (including the NRCs on-site inspectors) and NextEra to propose specific areas to be included in the tour that would assist the Board in achieving those objectives and also be consistent with safety and plant security.

The Board therefore requests that Staff and NextEra submit a proposed tour format, including specific areas to be viewed, within fourteen days of this Memorandum. To the extent areas impacted by ASR are in radiologically controlled areas or areas that are otherwise inaccessible, those areas could be viewed in a presentation format, such as through the use of photographs or videos.

Board Objectives

1. Develop Seabrook site familiarization and understanding of which concrete structures at Seabrook are impacted by ASR and the extent of the ASR effects on these structures.
2. Tour of a selected representative set of ASR-affected concrete structures at Seabrook to observe as much as reasonably possible:

The extent of ASR and the physical manifestations of ASR of different severity, Locations where crack monitoring has been ongoing, Locations with installed extensometers, Locations where core samples have been taken and the analyses that are performed on the core samples, The types of visual examinations that are performed.

3. Understand the Cracking Index (CI) and Combined Cracking Index (CCI) Methodologies as applied to a typical ASR-monitoring location on selected structures with different ASR severity.

Following receipt of the proposed tour format, the Board will schedule a further teleconference to review any remaining issues or questions.

After the April 4 teleconference, C-10 submitted a Motion requesting that the tour be scheduled for June 26-27, and that it be permitted to have four representatives present during the tour.1 The Board had indicated during the teleconference that it believes one to two representatives per party should be sufficient, but it did not make a final determination on that issue.2 NextEra has responded to C-10s Motion, arguing that the specific dates and number of 1 C-10 Research and Education Foundations Motion Regarding Seabrook Station Site Tour (Apr. 11, 2019).

individuals permitted to attend the tour should be resolved after the Board has determined the areas of the Plant to be visited.3 The Board agrees. We therefore request that the proposed tour format to be submitted by the Staff and NextEra include proposed dates for the tour that would be consistent with other planned activities at the Plant, and that it also identify the number of party representatives that could reasonably be accommodated during the tour. Any further dispute about those issues will be taken up at the teleconference referred to in the immediately preceding paragraph.
