Dear Mr. Stramback:

By letter to the Nuclear Regulatory Commission (NRC) dated May 6, 2005, Exelon GenerationCompany, LLC submitted three affidavits dated April 26, 2005, May 1, 2005, and April 22, 2005respectively, executed by you. In the affidavits you requested that the information contained inthe following documents be withheld from public disclosure pursuant to Title 10 of the Code ofFederal Regulations (10 CFR), Part 2, Section 2.390:GE-NE-0000-0034-6964-01R2-P, "Structural Design Evaluation of Quad CitiesNew Dryer Instrumentation Mast," Revision 2, dated April 2005.GE-NE-0000-0034-9378-P, "Quad Cities 1 & 2 Impact of Replacement DryerAdded Mass on Existing Plant Seismic Qualification," Revision 1, Class III, datedApril 2005.NEDC-33191P, "Computational Fluid Dynamics Flow Visualization of Quad CitiesSub-scale Original Dryer Model As a Function of Reynolds Number," Revision 1, Class III, dated April 2005.Nonproprietary copies of these documents have been placed in the NRC's Public DocumentRoom and added to the Agencywide Documents Access and Management System Public Electronic Reading Room.The affidavits stated that the submitted information should be considered exempt frommandatory public disclosure for the following reasons: (i)The information discloses a process, method, or apparatus, includingsupporting data and analyses, where prevention of its use by General Electric's competitors without license from General Electric constitutes a competitive economic advantage over other companies; and G. Stramback-2-(ii)The information, if used by a competitor, would reduce his expenditure ofresources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing of a similar product.Additionally, you indicated that the information was submitted to the NRC in confidence, hasconsistently been held in confidence, is of a type customarily held in confidence, is not available in a public source, and qualifies under the narrower definition of trade secret. We have reviewed your application and the material in accordance with the requirements of10 CFR 2.390 and, on the basis of your statements, have determined that the submittedinformation sought to be withheld contains proprietary commercial information and should be withheld from public disclosure. Therefore, the versions of the submitted information marked as proprietary will be withheld frompublic disclosure pursuant to 10 CFR 2.390(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.Withholding from public inspection shall not affect the right, if any, of persons properly anddirectly concerned to inspect the documents. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.If the basis for withholding this information from public inspection should change in the futuresuch that the information could then be made available for public inspection, you should promptly notify the NRC. You also should understand that the NRC may have cause to reviewthis determination in the future, for example, if the scope of a Freedom of Information Act request includes your information.
