UNIVERSITY OF MICHIGAN FORD NUCLEAR REACTOR MASTER INSPECTION PLAN CALENDAR YEAR 2013

Dear Mr. Alexander:

In accordance with U.S. Nuclear Regulatory Commission (NRC) Inspection Manual, Chapter 2545, "Research and Test Reactor Inspection Program," the NRC Region III staff and management have developed a Master Inspection Plan (MIP) for the Ford Nuclear Reactor. The plan is based on your current performance and schedule of activities planned for the site for the period of January - December 2013. The plan outlines how we intend to focus our Regional inspection resources to provide oversight for significant decommissioning activities.

Because this MIP is based, in part, on your proposed schedule of significant decommissioning activities for CY13; the plan and focus of the NRC inspection activities may change to reflect a change in your planned decommissioning activities or your performance. In order to ensure that this MIP remains current, we request that you keep the Materials Control, ISFSI and Decommissioning Branch staff informed of any significant changes in your proposed schedule of decommissioning activities. You will be informed of any significant changes to the Ford Nuclear Reactor inspection schedule.

We currently project the region will conduct one inspection at the Ford Nuclear Reactor through December 2013 to evaluate decommissioning activities. This potential inspection will be in addition to the inspection that is currently in progress. Following is a list of the inspection procedures we expect to use during our inspections. The specific procedures used during each inspection will depend on the specific decommissioning activities being conducted. Additional inspection procedures may be used or inspections conducted if decommissioning activities warrant.

In accordance with Title 10 Code of Federal Regulations (CFR) 2.390 of the NRC's "Rules of Practice," a copy of this letter will be av ailable electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
