Rockville, Maryland 20852-2738 RE: License Termination Request University of Michigan Ford Nuclear Reactor Docket 50-2 / License R-28 In accordance with 10 CFR 50.82(b)(6), the University of Michigan (U-M) is requesting termination of the Ford Nuclear Reactor (FNR) - Facility Operating License No. R-28 (Docket 50-2).

The U-M asserts that the FNR decommissioning project was performed in accordance with the Nuclear Regulatory Commission (NRC)-approved decommissioning plan [License Amendment No. 50 (TAC NO. MC3707] dated June 26, 2006 and that the conditions specified in the NRC safety evaluation that accompanied the NRC approval of the FNR decommissioning plan were met during this decommissioning project. The final status survey (FSS) and associated documentation submitted to the NRC demonstrate that the facility and site are suitable for unrestricted release in accordance with the criteria for decommissioning in 10 CFR 20, Subpart E ('Radiological Criteria for License Termination').

The FSS was completed November 26 - December 12, 2012 with an independent confirmatory survey conducted by the NRC December 3 - 6,2012. The FSS report was submitted to the NRC July 11, 2013.

In addition, FNR-related systems and components that exhibited low-level residual radioactivity that will remain in the adjacent Michigan Memorial Phoenix Project facility have been transferred to the U-M Broad Scope License (Materials License No. 21-00215-04 / Amendment No. 102) in a license amendment approved by the NRC February 19, 2014.
