In Appendix G to 10 CFR 50 (R eference 1), the beltline region is defined as "the region of the reactor vessel shell material (including welds, heat affected zones, and plates or forgings) that directly surrounds the effective height of the reactor core and adjacent regions of the reactor vessel that are predicted to experience sufficient neutron radiation damage to be considered in the selection of the most limiting material with regard to radiation damage". In Appendix H to 10 CFR 50 (Reference 1), the threshold fast neutron fluence to be used to determine if a specific material is to be included in the beltline region is further defined as 1.0E+17 n/cm 2 (E > 1.0 Mev). Therefore, in order to encompass all areas of the reactor vessel anticipated to accrue a fast neutron exposure greater than 1.0E+17 n/cm 2 , plant specific exposure assessments must include evaluations not only at locations of maximum exposure at the inner diameter of the vessel, but, also as a function of axial, azimuthal, and radial location throughout the vessel wall. Regulatory Guide 1.190, "Calculational and Dosimetry Methods for Determining Pressure Vessel Neutron Fluence" (Reference 2) describes state-of-the-art calculation and measurement procedures that are acceptable to the NRC staff for determining pressure vessel fluence applicable to these beltline locations

. This document describes neutron fluence/exposure assessments performed for the Brunswick Unit 1 and Unit 2 reactor pressure vessel, core shroud, top guide, and core plate based on the guidance specified in Regulatory Guide 1.190 (Reference 2). In these assessments, fast neutron exposures expressed in terms of fast neutron fluence (n/cm 2, E > 1.0 MeV) and the iron displacements per atom (dpa) were established for the inner surface of the pressure vessel and for the core shroud, top guide, and core plate within the reactor vessel. The methodology used in the analysis has been applied to the Brunswick reactors in the past and was previously reviewed and accepted by the USNRC staff as being complient with Regulatory Guide 1.190 (Reference 3). In the current evaluation, the neutron exposures of the materials were determined on a plant and fuel cycle specific basis for the first 18 operating cycles at Brunswick Unit 1 and the first 19 operating cycles at Brunswick Unit 2, based on actual plant operating data. At the conclusion of fuel cycle 18, Brunswick Unit 1 has accrued 25.0 effective full power years (EFPY) of operation. Likewise at the conclusion of fuel cycle 19, Brunswick Unit 2 has accrued 24.5 EFPY. Following completion of the plant-and-cycle-specific exposure assessments encompassing the operating fuel cycles completed to date, projections of future operations based on an equilibrium cycle designed for both Units were performed. The projections of neutron exposure of the pressure vessel, shroud, top guide, and core plate extending to 32 EFPY as well as 54 EFPY are carried out for both units. The specifics of the long term projections are detailed in Section 2.1 of this report. The fuel management strategies employed during the operating lifetime of both Brunswick Units 1 and 2 are categorized and summarized in Table 1.1-1. Based on the above fuel management scenarios for Unit 1 and Unit 2, neutron exposure projections applicable to the core shroud and the pressure vessel were developed for Brunswick Units 1 and 2. Results of these plant specific calculations are provided in Section 2.2 of this report.

For all fuel cycles, the following single channel synthesis equation was employed:

)r ()z , r (*), r (=)z ,, r ( where (r,,z) is the synthesized three-dimensional neutron flux distribution, (r,) is the transport solution in (r,) geometry, (r,z) is the two-dimensional solution for a cylindrical reactor model using the actual axial core power distribution, and (r) is the one-dimensional solution for a cylindrical reactor model using the same source per unit height as that used in the (r,) two-dimensional calculation.

For the Brunswick Units 1 and 2 analyses, all of the transport calculations were carried out using the DORT two-dimensional discrete ordinates code Version 3.1 and the BUGLE-96 cross-section library. The BUGLE-96 library provides a 67 group coupled neutron-gamma ray cross-section data set produced specifically for light water reactor application. In these analyses, anisotropic scattering was treated with a P 5 Legendre expansion and the angular discretization was modeled with an S 16 order of angular quadrature.

2.1 CALCULATION MODEL (R-) DORT Models

A plan view of the (r,) model of the Brunswick Units 1 and 2 reactor geometry at the core midplane is shown in Figure 2.1-1. Since the reactor exhibits quadrant symmetry only a 0

° to 90° sector is depicted. In addition to the active core, core shroud, pressure vessel, and primary biological shield, the model also included homogenized representations of the jet pump riser and mixer tubes and the insulation located external to the pressure vessel. The modeling shown in Figure 2.1-1 is representative of the core midplane elevation. The dosimetry surveillance capsule installed near the pressure vessel is not modeled in the current analysis.

In developing the (r,) analytical model of the reactor geometry shown in Figure 2.1-1, nominal design dimensions were employed for the various structural components with the core shroud dimension based on design information provided by Progress Energy. As shown in Figure 2.1-1, the interior regions of the reactor core were treated as a homogeneous mixture of fuel, cladding, water, and miscellaneous core structures. Since the primary contributors to neutron exposure of the core shroud and pressure vessel are the fuel assemblies located on the core periphery, the fuel assemblies and associated coolant flow channels at the core periphery were modeled separately from the core interior region.

The (r,) model consisted of 156 radial by 181 azimuthal mesh intervals. Mesh inte rval size was chosen to assure convergence of the point-wise flux solution in the DORT transport calculations. Point-wise inner iteration flux convergence criterion utilized in the (r,) calculations was set at a value of 0.001. The stainless WESTINGHOUSE NON-PROPRIETARY CLASS 3 2-2 WCAP-17660-NP November 2012 Revision 0 steel riser and jet pump mixer tubes located between the core shroud and the pressure vessel were modeled as homogenized mixture of steel and water. The core midplane diameter of these pipes are preserved in the (r,) model. (R-Z) DORT Models An elevation view of the (r,z) model of the Brunswick Units 1 and 2 reactors is shown in Figure 2.1-2. The model extended radially from the centerline of the reactor core out to a location interior to the primary biological shield. The axial span of the model in Figure 2.1-2 spans an axial elevation from approximately 25 inches below the active fuel zone to approximately 21 inches above the active fuel. The axial extent of the model was chosen to permit the determination of the maximum exposure of vessel materials expected to experience a fast neutron fluence greater than 1.0e+17 n/cm 2 (E > 1.0 MeV) over the service life of the respective units.

As in the case of the (r,) model, nominal design dimensions and full power coolant densities were employed in the calculations. In this case, the homogenous core region was treated as an equivalent cylinder with axial zoning appropriate to modeling the change in void fraction in the coolant and fuel pin lengths in the fuel bundles. The active core was modeled as seven axial zones and the coolant void fraction in each zone was used to adjust the water density in the zone to match the average value over the discrete zone height. The various cycle specific fuel types loaded into the active core in each cycle were modeled as homogeneous materials with reduced fuel and cladding densities in the appropriate elevations in the active core region. The water density in the zones with reduced fuel/cladding density was adjusted to model the increased volume fraction of the water/steam coolant. The total volume of the cylindrical region model of the active core has a volume equal to that of the active core zone. Risers and jet tubes included in the (r,) geometric model are not included in the (r,z) model. The (r,z) geometric mesh description of the reactor model shown in Figure 2.1-2 consisted of 156 radial by 85 axial intervals. Mesh sizes were defined to assure that proper point-wise flux convergence is achieved during the inner iterations of the DORT solution. The point-wise inner iteration flux convergence criterion utilized in the (r,z) calculations was set at a value of 0.001. The radial mesh definition in the (r,z) model is identical to the radial modeling of the (r,) model. One-dimensional radial models used in the synthesis procedure consisted of the same 156 radial mesh intervals included in the (r,z) model. Thus, radial synthesis factors could be determined on a mesh-by-mesh basis throughout the entire geometry.

Fuel Cycle Modeling The fuel cycle information provided for the Brunswick Unit 1 and Unit 2 plants is summarized in Table 2.1-1. The cycle times and operating thermal power used in the prediction of the neutron flux distributions in the various models required for the synthesis methodology are listed. Also shown are the total accumulated cycle times at end-of-cycle including completed fuel cycles up to Cycle 18 for Unit 1 and Cycle 19 for Unit 2. Unit 1 Cycle 19 and Unit 2 Cycle 20 are assumed to operate with nominal equilibrium core design as provided by Progress Energy in Reference 7.

Projected neutron flux distributions for future fuel cycles for Unit 1 are based on radial data represented by the average of post-EPU cycles (Cycles 15 to 19) and listed as C20 (Avg) in Table 2.1-1; and on axial power WESTINGHOUSE NON-PROPRIETARY CLASS 3 2-3 WCAP-17660-NP November 2012 Revision 0 distribution and void distributions from the nominal MELLLA+ equilibrium fuel cycle design contained in Reference 7. Similarly, future projections for Unit 2 are based on radial data represented by the average of post-EPU Cycles 17 to 20 and listed as C21 (Avg) in Table 2.1-1. As is the case for Unit 1, the axial power distribution and void data from the nominal MELLLA+ equilibrium cycle design are also applied to the Unit 2 neutron flux projections.

These future cycles are used to provide projected fluence values up to 32 and 54 EFPY. Table 2.1-1 also lists the fuel bundle types inserted in each of the cycles. It should be noted that the cycle EFPDs are based on the rated power listed for each cycle; accumulated EFPY represent the sum of the individual cycle EFPD and are not indexed to a single core power level. This is consistent with the use of cycle flux and cycle time in the calculation of neutron fluence.

In regard to the average radial data used for the neutron flux projections for future fuel cycles, it should be noted that the mechanics of the averaging procedure did not involve the explicit use of an average radial power distribution in a single transport calculation. Rather, neutron flux solutions were obtained using each of the individual radial power distributions being considered (Cycles 15-19 for Unit 1 and Cycles 17-20 for Unit 2) in combination with the axial power and void distributions from the nominal MELLLA+ equilibrium fuel cycle design in separate calculations. The electronic neutron flux files from these individual calculations were then averaged to obtain the flux distributions for the future projections. This averaging approach is fully equivalent to defining an average radial power distribution and subsequently computing an average neutron flux distribution based on that average radial power profile.

As an aid to provide core designers with a tool to compare future fuel cycle designs with the neutron projections provided in this report, the following composite radial power distributions have been generated for Units 1 and 2, respectively. Future fuel cycle designs that exhibit cycle average peripheral powers that are close to those shown would be expected to result in neutron flux distribu tions that are in close agreement with those used for the future Brunswick Units 1 and 2 fluence projections.

Brunsw ick Units 1 and 2 reactor system locations specified in Table 2.1-2 include the horizontal and vertical welds of the shroud structure and the elevations of the bottom of the top guide and the top of the core plate. Note that the H1 and H2 welds have different shroud diameters than the rest of horizontal shroud welds. A schematic sketch is also shown in Figure 2.1-3. The shroud diameter at the H7 elevation is reduced from that at core midplane, however, the exposure data for that weld have been extracted at the core midplane shroud radius.

Table 2.1-3 lists locations specific to the reactor pressure vessel including girth welds, vertical welds, shell plates, and the top/centerline/bottom of the N-16 nozzles and nozzle forgings.

2.2 RESULTS The calculated cycle-specific neutron exposure of the core shroud, reactor pressure vessel, top guide, and core plate are listed in Tables 2.2-1 through 2.2-50. Neutron exposure values listed are fast neutron fluence (n/cm 2 , E > 1.0 MeV) and iron atom displacements (dpa) experienced at key locations, welds and shell plates in the core shroud, reactor pressure vessel (RPV), top guide, and core plate of the Unit 1 and Unit 2 reactor systems. The predicted neutron exposure at the Unit 1 core shroud key locations are listed in Tables 2.2-1 through 2.2-15. Unit 1 neutron exposure values for key locations at the RPV and N-16 nozzles are provided in Tables 2.2-16 through Tables 2.2-23. Table 2.2-24 and Table 2.2-25 list the Unit 1 top guide and core plate neutron exposure values. Values are provided for plant operation up to and including the end of actual operating fuel cycle and projected values for 32 and 54 EFPY of operation. Predicted neutron exposure data at the Unit 2 core shroud key locations are listed in Tables 2.2-26 to 2.2-40. Unit 2 neutron exposure values for key locations at the RPV and N-16 nozzles are provided in Tables 2.2-41 to Tables 2.2-48. Table 2.2-49 and Table 2.2-50 list the Unit 2 top guide and core plate neutron exposure values.

The first six columns of each table are the cycle specific exposure values of neutron fluence and dpa at the conclusion of the most recent operating cycles. The next two columns are exposure approximations for the next projected fuel cycle based on the equilibrium cycle design provided in Reference 7, and the average of post-EPU cycles as described in Section 2.1. The last two columns of data in each table are projected fluence and dpa based on operation with the post-EPU average cycle to 32 and 54 EFPY, respectively. The tabulated values provided in all tables are the projected values at azimuths, radii, or elevations in the analytical model. The azimuths are in angles (degrees) and radii and elevations are in centimeters. All elevation values are from the bottom of the active core region.

As an enhancement for expediting the processes of P-T cu rve updating and reactor internals flaw inspection, the tabulated data are high-lighted with yellow shade for shroud fluences (E > 1 MeV) exceeding 1e21 n/cm 2, RPV fluences exceeding 1e17 n/cm 2, as well as top guide and core plate fluences that exceed 5.5e20 n/cm

This report is based on the results of recent analysis which is intended to update prior calculations documented in References 4 and 5. These updates include updating previously projected fuel cycle designs with actual operating history at both Brunswick Units 1 and 2. In addition, the current analysis includes an assessment of the implementation of MELLLA+ operation on the neutron exposure of the reactor pressure vessel and reactor internals components. Future projections of the neutron exposure based on continued operation with the average power distribution of uprated cycles plus a MELLLA+ equilibrium cycle are provided for operating times up to 54 effective-full-power-years of operation. In addition to the incorporation of new fuel cycle designs, several enhancement to the analytical model were included to better describe the BWR fuel and bypass coolant features for the outermost row of peripheral assemblies, which are the most influential to the neutron exposures at the core shroud and the reactor vessel. The results of this evaluation indicate that, in general, the projected neutron exposures of critical components are less than those reported in Reference 4.
