SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 AND WATTS BAR NUCLEARPLANT, UNIT 1  -  NRC GENERIC LETTER 2006-01:  STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NOS. MD0110, MD0111 AND MD0121)On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter(GL) 2006-01, "Steam Generator [SG] Tube Integrity and Associated Technical Specifications
[TSs]," (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity. By letter dated February 21, 2006 (ADAMS Accession No. ML060540116), Tennessee ValleyAuthority (TVA), the licensee for Sequoyah Nuclear Plant (SQN), Units 1 and 2, and the Watts Bar Nuclear Plant (WBN) Unit 1, submitted a response to GL 2006-01. The response stated that applications for changes to the TSs for SQN Units 1 and 2 and WBN Unit 1 to adopt the alternative TS requirements for ensuring SG tube integrity had previously been submitted.
These new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, "Steam Generator Tube Integrity," (ADAMS Accession No. ML051090200). The application for SQN Unit 1 to adopt the alternative TS requirements for ensuring SG tubeintegrity was dated August 31, 2005 (ADAMS Accession No. ML052500560). On February 23, 2006, the NRC staff issued Amendment No. 306 to the SQN Unit 1 Facility Operating License, which approved new SG TSs (ADAMS Accession No. ML060550100).The application for SQN Unit 2 to adopt the alternative TS requirements for ensuring SG tubeintegrity was dated February 15, 2006 (ADAMS Accession No. ML060600405). The original application was supplemented by letters dated August 7, 2006 (ADAMS Accession No. ML062280054), August 30, 2006 (ADAMS Accession No. ML062500211), November 30, 2006 (ADAMS Accession No. ML063390665), and April 2, 2007 (ADAMS Accession No. ML071010153). On May 22, 2007, the NRC staff issued Amendment No. 305 to the SQN Unit 2 Facility Operating License, which approved new SG TSs (ADAMS Accession No. ML071210013).
