Dear Sir or Madam:

By letter (Reference 1), Entergy Operations, Inc. (Entergy) requested an NRC review of the Waterford Steam Electric Station, Unit 3 (Waterford 3) revised Emergency Core Cooling System (ECCS) Performance Analysis that supports the implementation of CE 16x16 Next Generation Fuel (NGF) described in WCAP-16500. A license amendment request was also submitted to address the Waterford 3 Technical Specification changes for NGF.

By email (Reference 3), the Nuclear Regulatory Commission (NRC) staff Requested Additional Information (RAI) related to providing a statement that Entergy and its Loss of Coolant Accident (LOCA) analyses vendor have ongoing processes that assure Waterford 3 LOCA analyses input values bound as-operated Waterford 3 plant values for those parameters. Our response to the RAI is contained in Attachment 1.

RAI I - Pleaseprovide a statement that: Entergy and its SBLOCA and LBLOCA analyses vendor have ongoing processes that assure that the input values of Waterford Unit 3 LOCA analyses conservatively bound the values of those parametersfor the as operated Waterford Unit 3 plant.

Entergy Response:

As previously stated in correspondence with the NRC regarding Waterford 3 Extended Power Uprate (Reference 2-response to question #5), Waterford 3 and its vendor, Westinghouse Electric Company LLC, continue to have ongoing processes, which assure that LOCA analysis input values bound the as-operated plant values for those parameters.
