L30-87(08-20)-L a 1A.120 Clinton Power Station Notification of Unusual Event On Wednesday, August 19, 1987, at approximately 1654 hours0.0191 days <br />0.459 hours <br />0.00273 weeks <br />6.29347e-4 months <br />, a Notification of Unusual Event (NOUE) was declared in accordance with Emergency Plant Implementing Procedure EC-02, Emergency Classifications.

This procedure requires that a Notification of Unusual Event be declared for security threats.

Clinton Power Station (CPS) was operating at approximately 48 percent power in Mode 1 On Wednesday, August 19, 1987, at approximately 1654 hours0.0191 days <br />0.459 hours <br />0.00273 weeks <br />6.29347e-4 months <br />, the CPS Shift Supervisor was informed by plant security personnel that a bomb threat had been made against CPS. At approximately 1605 hours0.0186 days <br />0.446 hours <br />0.00265 weeks <br />6.107025e-4 months <br /> an individual had made the bomb threat by calling the Illinois Power Company Champaign Service Area Office which, in turn, notified CPS. The caller threatened to use explosives against CPS and stated that an explosion would occur at 2122 hours0.0246 days <br />0.589 hours <br />0.00351 weeks <br />8.07421e-4 months <br />. The caller also indicated that explosives recently stolen from the Illinois Geological Survey at the University of Illinois would be used.

Once the Shift Supervisor was made aware of the bomb threat, a Notification of Unusual Event was declared. The State of Illinois was notified of the NOUE at 1709 hours0.0198 days <br />0.475 hours <br />0.00283 weeks <br />6.502745e-4 months <br />, and the Nuclear Regulatory Commission Incident Response Center was notified at 1745 hours0.0202 days <br />0.485 hours <br />0.00289 weeks <br />6.639725e-4 months <br />. The NRC Resident Inspector was notified at 1735 hours0.0201 days <br />0.482 hours <br />0.00287 weeks <br />6.601675e-4 months <br />. One follow up call was made to the State of Illinois at 1801 hours0.0208 days <br />0.5 hours <br />0.00298 weeks <br />6.852805e-4 months <br />.

The plant responded by tightening security levels, coordinating with local, State, and Federal law enforcement agencies, performing searches of the power plant, and evacuating non-essential personnel from the owner controlled areas immediately surrounding the plant. No explosives were located and the threatened time of explosion passed without incident.

At 2230 hours0.0258 days <br />0.619 hours <br />0.00369 weeks <br />8.48515e-4 months <br />, after conditions stabilized, the Shift Supervisor terminated the NOUE. The State of Illinois was notified at 2237 hours0.0259 days <br />0.621 hours <br />0.0037 weeks <br />8.511785e-4 months <br /> and the NRC Incident Response Center was notified at 2301 hours0.0266 days <br />0.639 hours <br />0.0038 weeks <br />8.755305e-4 months <br /> that the NOUE was terminated. Increased security and management awareness were maintained throughout the night.
