Changes to Emergency Plan Procedures In accordance with 10 CFR 50, Appendix E, "Emergency Planning and Preparedness for Production and Utilization Facilities," Quad Cities Nuclear Power Station is forwarding the following Emergency Plan Procedures within the requested 30 days pursuant to Section V, "Implementing Procedures." These changes were implemented January 6 and January 7, 2000. Attachment A, "Summary of Changes," contains a brief summary of the changes to the following procedures:
QEP 0300-04, "Augmentation of Personnel for Emergency Response,"
Revision 12 QEP 0730-S04, "Emergency Preparedness Annual Audit," Revision 5 Attachment B, "Revised Procedures," contains the procedures.

QEP 0300-04 Revision 12 December 1999 AUGMENTATION OF PERSONNEL FOR EMERGENCY RESPONSE A. PURPOSE The purpose of this procedure is to describe the method to be used to activate the station Emergency Response Organization (ERO) for a GSEP Alert or higher classification. The person with "Command and Control" authority is responsible for ensuring that the augmentation of the station ERO is completed.

C. PREREQUISITES
- 1. An emergency of Alert or higher has been declared.
- 2. The station ERO may be augmented for an Unusual Event, by use of this procedure using procedures and checklists for Alert, if the person with "Command and Control" deems it necessary.

- 1. None.
E. LIMITATIONS AND ACTIONS
- 1. Listings and home phone numbers for members of the Quad Cities Station GSEP ERO are provided in the GSEP Organization Call List.
These same numbers are used to update the Community Alert Network (CAN) for activating facilities.
- 2. It is the responsibility of the respective "on-call" GSEP Directors to initiate call-outs for Bargaining Unit personnel as necessary. Bargaining Unit personnel are not included in the GSEP Organization Call List.
- 3. The GSEP Organization Call List is reviewed and updated at least quarterly.
- 4. The updated GSEP Organization Call List is approved by the Station Manager, or designee. quarterly.

- 4. For off normal working hours, the Shift Manager, or designee, will initiate GSEP staff augmentation by calling the Community Alert Network (CAN) at 1-800-552-4226 or 1-518-382-8030. Be prepared to give the dispatcher the following information:

After approximately 5 minutes, system will start to call home telephone numbers and set off individual pagers. for positions that have not yet filled. When CAN calls it will ask for the person's social security number, will ask fitness for duty questions, and will tell the person if this is a drill or actual event.
Personnel on GSEP pagers should call the toll free number displayed on their pagers and respond to the questions asked by CAN. I CAN will fax a list of responders to the station TSC and Control Room to report their results.
- a. IF notified that the CAN System is NOT available or its operation is questionable, notify on-call GSEP personnel per Section F.3.
- 5. If an augmentation drill is conducted, it will be performed and evaluated in accordance with CEPIP 1130-01.
