NPF-72, NPF-77, NPF-37 and NPF*66 for Braidwood Station, Units 1 and 2, and Byron Station, Units 1 and 2, respectively. Specifically, the proposed changes revise the Operating License and Technical Specifications to implement an increase in rated thermal power of approximately 1.63% based on increased feedwater flow measurement accuracy.

In Reference 2, the NRC staff indicated that the satisfactory disposition of the known nonconformance with turbine building (TB) high-energy line break (HELB) would be required prior to implementation. Additionally on July 17, 2013 the NRC conducted an

November 13, 2013 U.S. Nuclear Regulatory Commission Page 2 Audit regarding the new TB HELB analysis and planned TB HELB modifications that were in the process of being installed to support that analysis.

The purpose of this letter is to confirm that the physical modifications to resolve the non-conformances and restore the design basis for the TB H ELB have been completed at both Braidwood and Byron Stations. The existing Operability Evaluations pertaining to the TB H ELB non-conformance have been closed at both Braidwood and Byron Stations. These closed Operability Evaluations, provided to the NRC in Reference 3, are listed below.

Braidwood

  • Operability Evaluation 11-006: Turbine Building EHLB Analysis Input Errors
  • Operability Evaluation 12-004: HELB Load Not Considered in Structural Calculation
  • Operability Evaluation 11-005: Turbine Building HELB Analysis Input Errors
  • Operability Evaluation 12-005: HELB Load Not Considered in Structural Calculation Subsequent to submittal of Reference 3, Byron Station initiated an additional Operability Evaluation,13-002, Unit 1 Emergency Diesel Generator Rolling Steel Door Supports, which was related to the TB HELB analysis. This Operability Evaluation has also been closed.
