NPF-9 and NPF-17 Docket Nos 50-369 and 50-370 Report of Changes to McGuire EAL Technical Basis Document In accordance with 10 CFR 50.4(b)(5)(ii) , 10 CFR 50.54(q)(5) , and 10 CFR 72.44(f) , Duke Energy Carolinas , LLC (Duke Energy) hereby submits a summary of changes implemented as Revision 3 to CSD-EP-MNS-0101-01 , [Emergency Action Level] EAL Technical Basis Document. CSD-EP-MNS-0101-01 provides an explanation and rationale for each EAL used to classify emergency conditions defined in the McGuire specific compliment to the Duke Energy Common Emergency Plan .

Duke Energy has evaluated the changes in accordance with 10 CFR 50.54(q)(5) and determined that they do not result in a reduction in the effectiveness of the Emergency Plan.

CSD-EP-MNS-0101-01, EAL Technical Basis Document, Revision 3 In accordance with 10 CFR 50.4(b)(5)(ii), 10 CFR 50.54(q)(5), and 10 CFR 72.44(f), Duke Energy Carolinas, LLC (Duke Energy) hereby provides a summary of changes implemented as Revision 3 to CSD-EP-MNS-0101-01, EAL Technical Basis Document.

The changes incorporated into CSD-EP-MNS-0101-01, EAL Technical Basis Document, Revision 3, do not revise any Initiating Conditions or EALs. The changes:

  • Updated Revision number and Effective Date.
  • Removed previous revision change bars.
  • Updated and added references.
  • Revised section naming format for consistency.
  • Corrected typographical errors such as extra spacing and lines within and between words.
  • Revised discussion on on-site radios, cellular phones, and satellite phones for communications with Field Monitoring Teams (FMTs).
  • Corrected the name of the Duke Emergency Management Network (DEMNET).
  • Updated website link for the US Earthquake Center.
  • Added clarification to EAL HU4.2 Basis that a single train fire alarm can be verified by alternate Control Room indications or alarms or by reports from the field.
  • Added paragraph to clarify that the barrier is lost if not isolated within 15 minutes to the Fission Product Barrier (FPB) Matrix for Nuclear Coolant System (NCS) or SG Tube Leakage.

Added paragraph to clarify hydrogen igniters information to Fission Product Barrier (FPB) Matrix for Containment (CMT) Integrity or Bypass.

  • Removed the procedure step numbers from Attachment 3 Safe Operation & Shutdown Areas Tables R-2 & H-2 Basis, MNS Table R-2 and H-2 Basis.

Duke Energy evaluated the changes in accordance with 10 CFR 50.54(q)(5) and determined that they do not result in a reduction in the effectiveness of the Emergency Plan.
