Part IV. Emergency Planning Element and Function Screen (cont.)

16a Responsibility for emergency plan development and review is established. D 16b Planners responsible for emergency plan development and maintenance are properly trained. D PART IV. Conclusion If no Part IV criteria are checked, then provide Justification and complete Part V below.

Justification: The Hazardous Waste Contingency Plan, and Spill Prevention, Control and Countermeasures X

Plan (SPCC) are owned by Environmental Health and Safety (EH &S). The Hazardous Materials Response Plan is owned by Operations. There are no commitments to maintain these documents as part of the McGuire Nuclear Station (MNS) Emergency Plan; no Part IV planning standards are affected by these documents; and, neither document implements the Emergency Plan. Additionally, the Hazardous Waste I

Contingency Plan is no longer maintained at MNS as MNS is no longer considered a Large Quantity Waste Generator. EH &S is placing the SPCC into Fusion so that it will be easily retrievable for reference. Removal of these documents from the MNS Emergency Plan does not represent a reduction-in-effectiveness of the E-Plan as they are not related to any planning standard.

D If any Attachment 4, 10 CFR 50.54(q) Screening Evaluation Form, Part IV criteria are checked, then complete Attachment 4, 10 CFR 50.54(q) Screening Evaluation Form, Part V and perform a 10 CFR 50.54(q)

Effectiveness Evaluation. Program Element 4a requires final approval of Screen and Evaluation by EP CFAM.
