In Reference 1, Duke Energy Carolinas, LLC (Duke Energy) submitted a 30-day report describing a significant error identified in the emergency core cooling system (ECCS) evaluation model related to fuel pellet thermal conductivity degradation (TCD), and an estimate of the effect of the error on the predicted peak cladding temperature (PCT) for Oconee Nuclear Station (ONS) Units 1, 2, and 3. This report was submitted pursuant to 10 CFR 50.46(a)(3), and contained a regulatory commitment to perform a Large Break Loss of Coolant Accident (LBLOCA) reanalysis for the highest PCT case at Middle-of-Life for ONS Units 1, 2, and 3, accounting for the effects of fuel pellet thermal conductivity degradation. In Reference 2, this reanalysis commitment date was revised to 32 months after NRC approval of Supplement 1 to BAW-10192P-A.

AREVA (now Framatome) submitted Supplement 1 to BAW-10192P-A on November 25, 2015, per Reference 3. NRC approved Supplement 1 to BAW-10192P-A on November 2, 2017, per Reference 4.

Duke Energy's LBLOCA reanalysis commitment date made in Reference 2 was conditionally bound to 32 months after NRC approval of Supplement 1 to BAW-10192P-A based on anticipated schedule to complete the work. This letter establishes a revised LBLOCA reanalysis commitment date of April 1, 2021. The revised date provides Framatome time to complete the necessary work for ONS Units 1, 2, and 3, and allows Duke Energy time for implementation.

The following commitment is made in this letter:

Duke Energy will perform a Large Break LOCA reanalysis incorporating the thermal conductivity degradation (TCD) error correction described in Supplement 1 to BAW-10192P-A for ONS Units 1, 2, and 3 by April 1, 2021.

This commitment supersedes that made in Reference 2.
