April 18, 2008 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-III-08-004A This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

UPDATE - UNUSUAL EVENTS DECLARED DUE TO EARTHQUAKE DESCRIPTION:

At approximately 5:36 a.m. EDT on April 18, 2008, a magnitude 5.2 earthquake occurred that was centered near West Salem, Illinois. An Unusual Event was declared at two nuclear power stations, D.C. Cook and Palisades, as a result of on-site seismic activity. NRC personnel responded to the site and to the Region III office to closely monitor plant conditions. At approximately 11:14 a.m. EDT a 4.6 magnitude aftershock occurred that was felt at both facilities. Licensee personnel and NRC inspectors conducted independent equipment walkdowns after the initial earthquake and the aftershock. No issues were identified.

The Unusual Event at D.C. Cook was initially terminated at 9:05 a.m. EDT following equipment walkdowns. However, the licensee re-entered the Unusual Event at 11:45 a.m. EDT, following the aftershock. The second Unusual Event was terminated at 4:00 p.m. EDT, following completion of additional equipment walkdowns and evaluations.

The Unusual Event at Palisades was terminated at 2:31 p.m. EDT following completion of equipment walkdowns and evaluation.

The State of Michigan has been informed. The information in the preliminary notification has been reviewed with licensee management.

Several other Region III and Region IV nuclear power reactors experienced seismic activity from the initial earthquake and the aftershock that remained below the threshold for emergency declaration. Equipment walkdowns were conducted by licensee personnel at all operating power reactors that felt seismic activity. In addition, NRC inspectors conducted independent equipment walkdowns. No issues were identified at any facility.

Additionally, the NRC contacted three research and test reactors, two fuel cycle facilities, and 23 facilities licensed to possess self-shielded irradiators and medical devices containing large quantities of sealed sources. These facilities are located in areas of Illinois, Indiana, Kentucky, Michigan, and Missouri that may have experienced seismic activity. The NRC confirmed that no equipment issues were identified at any of the facilities.
