SUBJECT:
D.C. COOK UNIT 1 RESTART DESCRIPTION:
On December 18, 2009, at approximately 1:00 a.m. (EST), D.C. Cook Nuclear Plant Unit 1 started up following a 15 month outage to repair the damaged turbine. The original damage occurred on September 20, 2008, when turbine vibrations, caused by broken low-pressure turbine blades, damaged the turbine, generator, support structures, and associated systems.
During the repairs, the resident inspectors have been monitoring the plants activities. In addition, focused inspections have been conducted by the resident-and region-based inspectors to assess the repair activities. The NRC resident inspectors observed plant operators in the control room during the start up operations. Testing and monitoring of the repaired turbine will continue for the next several days prior to the plant achieving 100 percent power. Refer to PNO-III-08-011 (ML082660516).
The State of Michigan has been informed.
The information in this preliminary notification has been reviewed with licensee management and is current as of 10 a.m. (EST) December 18, 2009.
