SUBJECT:

PALISADES SHUTDOWN DUE TO LOW STEAM GENERATOR LEVEL DESCRIPTION:

On May 8, 2007, an automatic trip of the plant occurred due to a low steam generator (S/G)water level in the 'B' S/G. The licensee determined that technicians operated an incorrectsliding link that removed power to the 'B' feed regulating valve controller. Upon the loss of power, the feed regulating valve closed, as designed, and S/G water level rapidly dropped below the auxiliary feedwater (AFW) initiation point and continued below the reactor trip set point. In addition, the 'A' S/G also lost level; however, the level only dropped to the AFW actuation point. All safety systems functioned as designed. The licensee made the required four and eight hour notifications. The licensee plans to extend the outage in order to repair two leaking control rod drivemechanism seals. The resident inspectors observed the licensee's post trip response from the control room and continue to monitor licensee activities. The State of Michigan will be notified. The information in this preliminary notification has beenreviewed with licensee management. This information is current as of 12:00 p.m. on May 9, 2007.
