The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

D.C. COOK UNIT 1 - 100 PERCENT POWER DESCRIPTION:

On December 22, 2009, at approximately 7:15 p.m. (EST), D.C. Cook Nuclear Plant Unit 1 reached full power operation, following a 15-month forced outage. The forced outage commenced on September 20, 2008, when turbine vibrations, caused by broken low-pressure turbine blades, damaged the turbine generator, support structures, and associated systems.

The NRC resident inspectors periodically monitored plant operations in the control room during the ascension from criticality on December 18th to full power. Monitoring by the licensee of the turbine during power increase to 100 percent, showed that the turbine was operating at an acceptably low vibration level.

The State of Michigan has been informed.

The information in this preliminary notification has been reviewed with licensee management and is current as of 7:45 a.m. (CST) on December 23, 2009.
